In recent decades, the rapid development of economic globalization has made the links between countries more closely and eliminates the barriers between the economies of different countries. Significant technological changes have taken place in the business world, particularly in the areas of transport, communications and electronic data processing. Today, companies are facing more and more intense competition, forcing them through the product diversification and differentiation, flexible delivery date and a wide range of distribution channels to meet the specific needs of customers and provide special customer service. As a result of this development, effective demand, efficient logistics costs and management costs are increasing, logistics is increasingly recognized as a key step to meet customer needs. In addition, customer service in the company's strategic position is essential, more and more enterprises need to focus on logistics costs,the scope of related logistics costs have been expanding, the proportion of indirect costs of logistics costs are also rising. The relevant accounting statistics of logistics cost drivers become an important factor for the successful management of logistics and the related logistics activities of production enterprises.The traditional cost accounting system does not guarantee the transparency of logistics costs because indirect costs such as sales, administration and management are more or less influencing shop floor costs. These indirect costs are either aggregated at the enterprise level, then further assigned to the product, or assigned to several departments,and then assigned to the product, and use direct labor time or machine time as a typical arbitrary allocation metric. In addition, the arbitrary allocation of indirect costs to the product using the relevant allocation rate does not adequately display these costs on the total amount or individual products, customers, or other cost objects.The potential cost and benefit of logistics, which is currently widely discussed in academia and industry, has attracted wide attention. On the one hand, successful logistics can enable enterprises to reduce costs, focus on core competitiveness, improve asset utilization. On the other hand, logistics may lead to risk exposure, long-term cost increases and the potential risk of spreading the expertise within the enterprise. Some companies did not achieve the expected benefits of logistics, logistics is not expected to reduce the cost. Only 5% of the organization from the "high" economic benefits, 39% of the organization recognized "mediocre" economic benefits. The main risks caused by logistics include the low efficiency of management, the lack of logistics innovation ability, the reliance on the hidden costs of third party logistics suppliers to lose control of third party logistics providers and so on.From a global perspective, the logistics elements of the steel industry, especially the competitiveness of iron and steel manufacturing industry has a very critical role. Whether from the volume or cost considerations, the logistics of the assembly and transportation have produced more and more influence. Therefore,the Japanese steel industry's profitability is almost entirely dependent on the distribution of logistics management and operational operations. According to the CSCMP report in 2014, the logistics costs of Japanese steelmakers are very low compared to other developed countries, about 5%,while the world average is about 7% 8%. Therefore, it is of great significance to explore the logistics control of Japan's steel industry, especially in the face of the serious excess capacity of the steel industry and the serious shortage of effective demand in the case of industrial restructuring and upgrading.Without affecting the quality of service conditions, improve operational efficiency,such as product packaging, container bundling and fixed, requiring enterprises to redesign the logistics management process. Many scholars are also studying the positive effects of logistics and profitability, which should be a subject worthy of our exploration.Japan's steel industry logistics management control process has a significant advantage,the development of China's steel industry has a significant reference,this article mainly from four aspects to do the introduction: the first chapter, pointed out the background and its significance, cited the United States and Japan The logistics development process, and the steel logistics to make relevant introduction, and finally explain the research methods and their innovation and deficiencies. The second chapter clarifies the status quo of the development of steel logistics in Japan, and analyzes the four parts of the basic environment, competition composition, management process and industrial chain model, and summarizes the development characteristics of Japanese steel industry logistics. The third chapter describes the composition of the steel logistics industry, and conduct empirical analysis to measure the size of the impact of various factors. According to the development model of the steel industry in Japan,this paper summarizes the countermeasures and suggestions for the development of China's steel logistics, which is of great significance to reduce the cost of domestic steel logistics and improve the international market competitiveness.
