| With the sustained and rapid economic growth in the western region,the total energy consumption rising,improve energy efficiency is to crack the current energy situation is an effective means of serious problems.The study of energy efficiency in the western region needs to focus on the following three aspects: what is the current energy consumption situation in the western region,what level of energy efficiency,and what factors that affect energy efficiency.Based on the above problems,this paper uses the Marxist efficiency values and the theory of resource allocation as the theoretical support to define the "efficiency" strictly.The non-parametric DEA method is used to construct the energy efficiency model under the framework of the whole factor,and the energy efficiency in the western region of China Level.And the energy efficiency level,inter-provincial energy efficiency convergence and energy efficiency influencing factors are analyzed by means of the econometric model to find the way to improve the energy efficiency of the western region and provide relevant suggestions for the current energy saving and emission reduction measures in China.The results show that there are significant differences in energy efficiency in the western region of China,but the energy efficiency of inter-provincial convergence tends to converge over time.In order to further tap the potential of improving energy efficiency,this paper has drawn the conclusion that economic development level,government intervention and energy structure have obvious negative effects on energy efficiency.Capital deepening and technological progress have significant positive effects.Efficiency of the impact of the mechanism is more complex,with the region’s own technical level,human capital,industrial chain.Finally,on the basis of empirical research,the author puts forward some suggestions on how to improve the energy efficiency in western China,that is,transforming the economic development mode,improving the energy intensive use,improving the factor market,realizing theoptimal allocation of resources,developing strategic new industry,Optimize the industrial structure;strengthen R & D investment and human capital training,to provide a strong guarantee for energy conservation. |
