Sme Capability Of Independent Innovation In China Evaluation Index System

Theoretical research, empirical studies and the facts around the world show that small and medium-sized enterprises (SMEs) are foundations of the national economy and the most active factor in the social economy, have irreplaceable function in many aspects, such as economic development, social stability, full employment, scientific and technical innovation. Joining in WTO, in the face of the main trend of economy, knowledge, information and technology globalization, SMEs face the enormous challenges and opportunities. SMEs have made great development under the help of the government these years, manifested mighty economy power and developing potential power as well as made big contribution to maintaining social stability and promoting modernization.But the SMEs of our country have exposed some defects in the course of development, the weaknesses of independent innovation capability and independent innovation consciousness are much more obvious. The weaknesses will confine SMEs'further development and taking part in the competitions home and aboard. Independent innovation capability is the base on which the modern enterprises'core competitiveness, if SMEs try to get speedy sustainable development and make the biggest benefits, they must attach great importance to raising independent innovation capability substantially.The paper based on SME Theory, Innovation Theory and Economy Theory, takes the independent innovation capability of the SMEs as the spot, deeply studying the traits, status quo and problems of the SMEs in independent innovation capability. By quantitative and qualitative analyzing, I think, SMEs'independent innovation capability has risen conspicuously, but when compared to big-sized enterprises and foreign enterprises as well as considering the fiery market competitions, SMEs need to raise the independent innovation capability by a wide margin. To sum up, there are 5 main factors affecting the independent innovation capability of SMEs: legal system factor, fund factor, human capital factor, management factor and enterprise culture factor. Besides, based on these 5 main factors, taking the whole handling course as a clue, the paper sets up an index system for evaluating the independent innovation capability of SMEs.Analyzing the factors affecting the independent innovation capability of SMEs, the paper accordingly proposes some suggestions in the government and enterprises, wishing to raise the SMEs'independent innovation capability in our country, and then strengthen the core competitive capability.1.The government reinforces the macro-control, pushes to construct the environment for SMEs'developing:①To perfect the related policies, protect intellectual property;②To perfect service system, raise service quality;③To increase fund support, broaden financing channels.2.SMEs strengthen themselves, strive to raise independent innovation capability:①To nurture human capital, improve employees'quality;②To investigate and research the need of market, improve the benefit of innovation;③To reinforce the external cooperation, dispose resources better;④To strengthen credit management, use the fund reasonably;⑤To reinforce business administration, improve encourage effects;⑥To build up enterprise culture, encourage the innovation activities.
