Analysis Of Comprehensive Evaluation Of The PPP Project Risks And Benefits

In recent years,China government has gradually improved the regulatory policy with the development of PPP model,the National Development and Reform Commission and the Ministry of Finance and other departments have also introduced a series of documents to promote the development of PPP model.With the increasing number of PPP projects,the scale of domestic PPP projects is developing vigorously.This paper makes a theoretical and empirical analysis on the comprehensive evaluation of risk and benefit of PPP project.The basic idea of this paper is to sum up the theories and methods of risk and benefit evaluation of PPP projects,combine the theory of risk evaluation and benefit evaluation to construct the comprehensive evaluation index system of PPP project risk and benefit,try to establish the Comprehensive evaluation method of PPP project.The main contents of this thesis are as follows:(1)This paper analyzes the content and category of PPP project risk by combing the commonly used PPP project risk identification method,and analyzes the related measures of PPP project risk sharing.According to the internal and external environment of PPP project,two key risk factors of two categories are summarized,considering the risk sharing and coping measures,the author clarifies the key risk of PPP project and constructs the framework of PPP project risk analysis.(2)Based on the theory of benefit evaluation,the author combs the categories and contents of PPP project benefit,establishes the list of benefit analysis of PPP project,analyzes the relevant mechanism and measures of PPP project risk sharing,and constructs the benefit analysis framework based on PPP project.(3)According to the principles and steps of comprehensive evaluation,the author constructs the index system of comprehensive evaluation of risk and benefit of PPP project,puts forward the method of quantifying and weighting of the evaluation index,and establishes the method of comprehensive evaluation of PPP project risk and benefit by using AHP.Finally,the paper puts forward the empirical analysis.The application of the comprehensive evaluation method of risk and benefit of PPP project can help the partners to identify the risks and benefits of the project,and provide the decision basis for the success of the project,and further make the PPP project more beneficial to the society.
