Beijing-Tianjin-Hebei collaborative development has been upgraded to the national top strategy, Beijing-Tianjin-Hebei, as the third largest metropolitan area after the Yangtze River Delta, Pearl River Delta, enjoys a rapid economic development, however, regional sustainable development has suffering a restriction that energy shortage caused by excessive consumption of energy, the deterioration of environmental quality, and the gradually larger economic gap. Opening source, saving and improving efficiency are important ways to solve the contradiction between energy supply and demand in Beijing, Tianjin and Hebei region, nevertheless, the investment, development and utilization of new energy resources need a long period of construction. Energy saving can be achieved by curbing demand, but it will also inhibit the economic growth. Therefore, at this stage, only the overall increasing in energy efficiency, reducing unbalanced energy efficiency, are the basic ways to solve the contradiction between energy supply and demand, to effectively improve the environment, and to achieve coordinated development of Beijing, Tianjin and Hebei region. Measuring objectively the overall and the single energy efficiency and the difference of Beijing, Tianjin and Hebei, exploring the impact mechanism of the key factors and reducing the difference between Beijing and Tianjin and Hebei have great significance to realize the coordinated energy development.First, according to the literature, theoretical methods and the actual combination of Beijing-Tianjin-Hebei, a measure model of energy efficiency based on SBM- DEA of the non-expected output is constructed in this paper, which is used to measure the energy efficiency of single and the overall energy efficiency of Beijing-Tianjin-Hebei in 1990-2012.The results show that Beijing, Tianjin, Hebei and the overall average energy efficiency are 0.907, 0.703, 0.630 and 0.671 respectively. The energy efficiency in the three regions is greatly different. Inefficient decomposition and difference analysis of energy efficiency in the three places are analyzed. Among them, the non-efficiency levels of the non-energy inputs and undesirable outputs have greater impact on the three regions. Second, the logical relationships of the influencing factors of energy efficiency are analyzed to avoid the overlaps and correlations. Getting the key factors are industrial structure, technological progress, energy consumption structure and ownership structure. An influence factors analysis model of energy efficiency is constructed based on VECM to discuss impact factors of energy efficiency in Beijing-Tianjin-Hebei with long term and short term and to seek the influence degree of influence mechanism of each factor for Beijing-Tianjin-Hebei. Results show that the long term and short term and different regions are different. Finally, according to the actual situation of Beijing, Tianjin and Hebei, from the point of view of the overall and long-term benefits, the coordinated development strategy of energy efficiency in Beijing-Tianjin-Hebei is explored, in order to provide reference for the formulation of relevant policies, to improve energy efficiency and reduce regional differences, and ultimately achieve the goal of coordinated development.
