| It accords with the development direction of future energy that non-renewable energy such as coal is replaced by clean energy,protecting the environment and realizing sustainable development.Many countries are making increasing use of wind energy,which is one of the significant clean renewable energy.In general,thermal power plants supply heats during the heating period in China.As there exist thermoelectric constraints in the operation of cogeneration units,which result in low capacity of peak load regulation of the system,wind energy curtailment is severe due to the difficulty of grid interconnection during the heating period.In order to reduce the abandoned wind rate as well as to promote the utilization rate of wind power and the efficiency of wind farms,the government strongly advocated consumptive wind power heating.Consumptive wind power heating is able to realize wind power consumption in situ,which is conducive to reduce the abandoned wind rate effectively if promoted on a large scale.The economic benefits of related interest subjects is pivotal to the promoting of consumptive wind power heating.Thus accounting the social economic and environment costs and benefits of the heating system and all related interest subjects is significative.Through analyzing and modeling the economic costs of all related interest subjects and building environment evaluation model based on LCA,the social economic and environment costs are calculated.In order to analyze the profit and loss of consumptive wind power heating project systematically,the cost of per kWh and SE-LCOE are calculated to measure the unit costs of every related interest subject based on the time value of money,determining the conditions of the profit and loss balance through comparing with unit heating and power generation benefits.In an actual case the costs and benefits of all related interest subjects are counted based on the social economic and environment costs calculating model.Three possible investment operation mode are promoted including the heat storage electric boiler constructed by heating power company,by wind power plants and by thermal power plants,where profit and loss as well as heat price compensation modes is analyzed.In the end,proposals of the market promotion of consumptive wind power heating are put forward in terms of levying environmental protection fee,increase the environmental energy subsidies and implementing the auxiliary service mechanism.Through introducing environment costs into the consumptive wind power heating system,the environmental advantages of clean energy is reflected,providing more scientific basis for heat price compensation and profit and loss calculation in consumptive wind power heating projects. |
