Research On Trust Evaluation Model And Application Of Government Choosing Partner In PPP Project

With the speeding up of urbanization processin in our country,the requirements of public infrastructure also has expanded year by year.For the advantages of easing the financial pressure,increasing public oods supplying efficiency,PPP model has become increasingly popular in the field of China construction project.Because of the full cooperation of both public and private is the guarantee of success in PPP project,and trust is the basis of cooperation,trust degree is firstly investigated for government choosing partner,so to carry out research on trust evaluation model and application of government choosing partner in PPP project provides decision-making basis for the government to choose private capital partners,which has the innovation significance in project management field.Firstly,the paper analyzes detailly the status quo of research on trust evaluation model and application of government choosing partner in PPP project,and finds that most of the trust research has not combined with the characteristics of construction industry,lack of research on trust relationship between government and partners,as well as trust evaluation index remains to be further perfect,etc.Secondly,the paper expounds the relevant theoretical foundation of PPP project trust evaluation and the six basic principles of establishing the trust evaluation indexs of PPP project;through the analysis of the influencing factors of trust relationship,six categories of credit ability,financial ability,technical ability,management ability,sustainable development ability and cooperation ability are constructed,and 24 sub-indicators of the trust evaluation index system are constructed.Besides,analyzes qualitatively the indexes and constructes the quantitative index table.Using AHP method calculate the subjective weights of the indexes and the entropy calculate the objective weights of the indexes,then according to the principle of minimum relative entropy,obtain the combination of the trust evaluation index weights through the Lagrange multiplier method.Based on the fuzzy matter-element analysis,the fuzzy matter-element evaluation model of trust based on AHP-entropy method is established.Finally,the PPP project of Jinshi city garbage disposal is applied,according to the model of social capital M is the best candidate conclusion that is consistent with actual engineering review results,to prove the correctness of the trust evaluation model based on AHP-entropy method of fuzzy matter-element.
