As a "third source of profit",logistics plays an extremely important role in reducing costs,increasing benefits,and enhancing competitiveness.It has gradually become the lifeblood of the national economy,and the potential of the logistics field has gradually been recognized by society.Urban logistics is a logistics activity carried out inside and outside the city in order to meet the needs of people’s lives and economic activities.The development of urban logistics plays a vital role in promoting the development of the urban economy,and its capabilities have also become an important indicator of the modernization and comprehensive competitiveness of a city.In this paper,a comprehensive evaluation and analysis of Dalian’s logistics capabilities are carried out through literature research methods,expert interview methods,principal component analysis methods,entropy weight methods,and fuzzy matter-element analysis methods.First of all,the domestic and foreign research status of logistics capabilities,the relevant overview of urban logistics capabilities and fuzzy matter elements,and the theoretical basis of the research are combed,and the views of representative authors are summarized.Secondly,based on the existing research on the evaluation index system of urban logistics capacity,combined with the current status and characteristics of the development of logistics in Dalian,this paper analyzes and summarizes the six dimensions of evaluating the logistics capacity of Dalian,and passes the preliminary selection of indicators,qualitative screening and Quantitative screening has scientifically constructed the evaluation index system of logistics capacity in Dalian.Then,the fuzzy matter-element analysis method and the entropy value method are used to construct the Dalian logistics capacity evaluation model.Finally,a comprehensive evaluation and analysis of Dalian’s logistics capabilities from both horizontal and vertical perspectives.From a horizontal perspective,based on the data of 31 regional central cities in 2017,divide the evaluation grade ladder,and obtain the evaluation level of the logistics capacity of Dalian in 2017 through the evaluation model;evaluate the logistics capacity of Dalian from 2008 to 2017 from a vertical perspective Comprehensive level and change trend.The research results show that: from a horizontal perspective,Dalian’s logistics capacity was rated at a relatively poor level in 2017.The analysis found that the logistics development level of 31 regional central cities across the country is highly polarized.There is still a relatively large gap between Dalian and first-tier cities The gap is mainly manifested in the four aspects of import and export trade,highway infrastructure construction,logisticsinformatization level and logistics talents;from a vertical perspective,Dalian’s logistics capacity has shown an overall upward trend in 10 years,of which,from 2008 to 2013,The overall value of logistics capacity has been steadily increasing at a slower growth rate.From2014 to 2016,the annual growth rate of logistics capacity value fluctuated significantly,mainly due to the decline in the level of urban economic development,especially the total foreign trade import and export Negative growth phenomenon.Based on the horizontal and vertical evaluation results and analysis,this article puts forward countermeasures and suggestions for the improvement of Dalian’s logistics capabilities from five aspects.
