Evaluation Of Factors Effect In Allocation Of The Control Rights Of PPP Projects

PPPs(Public-Private Partnerships,referred PPP)is a long-term cooperation between the public sector and social capital for the provision of public goods or services established.In reality,PPP projects usually have a huge amount of investment,suffer a long period,and do not have complete contracts.During the execution,the success of PPP projects is threatened by the uncertainty from all aspects.Since PPP Projects generally has low efficiency problem,this paper aims to improve the efficiency of the cooperation in the project contract,more effectively solve the unexpected matters.We consider enhancing the complete contract and try to optimize the allocation of residual control rights.The factors influencing the PPP project control rights were evaluated.First of all,using literature analysis,we derive the six factors which affect PPP residual control rights.From the classic general control theory,we obtain the first part of factors: the importance of investment and the level of product value.From the unique perspective of PPP project,we obtain the second part of factors: technical capability,financial capability,management capability and resource capabilities.Then we improve the current multi-actor multi-criteria analysis(MAMCA).We bring the two-tuple linguistic into the MAMCA,in order to solve the problems,i.e.,missing data semantics in the evaluation process of the original MAMCA method,and make the method more suitable.Based on the improved MAMCA method,we revaluate the influence factors in the process of allocating the control rights in the PPP projects.Furthermore we point out the critical factors in public sector and the private sector respectively.After obtaining the above results,a detailed analysis is carried out.In the perspective of six proposed factors,we obtain the ownership of the control right using our method,which matches the result in reality.Thus we enhance the validity of our conclusion.At last,after proving the actual operability of conclusion,we introduce another real PPP project.Applying our method,we give some suggestions in the rights allocation.
