The household contract management system can effectively solve the incentive problem of farmers,however,under the system of farmland fragmentation,land fragmentation and the scale of household contract management is very limited,and the industry in general agricultural sideline,at the same time,as the young generation of a large number of surplus labor force transfer to the urban areas,rural areas may face in the future to no farming situation.The crushing of the land transfer,and to focus on the minority occupation of farmers has become an inevitable choice in the full vigour of life.However,more and more farmers have lost the management right of land and capital in the land circulation,which makes the current society pay more and more attention to the livelihood of this part of farmers.China attaches great importance to the issue of land transfer.As a major agricultural province,Hebei has made rapid progress in land circulation.This paper selects Hebei District of Jizhou Province as the research object,the change of sustainable livelihoods of farmers concerned about the land circulation in the background,I hope the results of Hebei province and the land circulation policy has reference significance.According to the British International Development Agency(DFID)to establish the Sustainable Livelihoods Framework(SLA),combined with the actual situation of Jizhou area farmers,the development of Jizhou area farmers Sustainable Livelihoods Framework,using non parametric test and logistic regression analysis method,the circulation and non circulation household livelihood difference,affecting the livelihoods of households of different circulation differences the circulation of households' livelihood strategies and Livelihood Assets of the livelihood strategy choice,this paper proposes corresponding countermeasures to improve the living conditions of rural households.In this study,the author uses economic theory,literature induction,qualitative and quantitative combination,normative empirical analysis and other methods,on the basis of certain practical theory,it provides empirical reference for the conclusions of this paper.This article is divided into four parts:The first part introduces the research background,significance,method,content,introduced the basic situation of the evolution of Chinese land circulation policy and Hebei District of Jizhou province social economic development and land circulation,research literatures at home and abroad on the Sustainable Livelihoods Framework,content and measurement methods for improvement,and the domestic and foreign research of sustainable livelihoods a brief comment on research status,in order to grasp the sustainable livelihoods on the whole.The second part introduces the theory of induced institutional change and the theory of labor transfer,which provides the theoretical basis for the study of land transfer.The third part introduces the sustainable livelihood framework established by DFID,and combines the actual situation of Jizhou District,establishes the sustainable livelihood research framework of farmers in Jizhou district.Based on this framework,using non parametric tests to analyze the Livelihood Assets difference,circulation and non circulation household livelihood strategy differences,differences in risk and the difference between livelihood livelihood,livelihood assets,and the difference of different livelihood strategies under the circulation of households' livelihood risk difference and livelihood result difference;using logistic regression analysis of the transfer of households the influence of Livelihood Assets on the livelihood strategy.The fourth part,according to the empirical analysis of the previous chapter,summarizes the main conclusions of the article,and puts forward some countermeasures to promote the sustainable development of farmers' livelihood.
