On The Construction Of New Types Of University Think Tanks With Chinese Characteristics

The development of any country or region can not be separated from think tanks,nowadays,colleges and universities have been recognized by politicians from all over the world for their unique academic advantages.And to China's economic and social development,no matter the rapid development since the reform and opening up,or today's strategic transformation,the university think tanks have provided their important intellectual support.The third Plenary Session of the 18th CPC Central Committee clearly stressed that the party and the government should focus on strengthening the construction of new think tanks with Chinese characteristics and began to focus on the role of think tanks in public decision-making.In order to ensure the scientific and democratic decision-making of the party and the government,Xi Jin-ping,the general secretary has also proposed to carry out the pilot project construction of high-end think tanks which contains well-known university think tanks.University think tanks have become the focus of the construction of the national new-type think tanks at present.Under current institutional conditions,the construction of China's university think tanks must learn from the experience of the construction of the western universities,especially the American think tanks.But learning does not mean copying,we should combine the current situation,discard the dross and select the essential while learning,boldly innovate the management mechanism of China's university think tanks,clarify the relationship with the government,open up communication channels and get out a new path which fits the development of new-type construction of China's university think tanks.This focus will tremendously contribute to the construction of China's think tanks.This paper is divided into seven parts.The first part describes new types of think tanks with Chinese characteristics and research background of University think tanks.This paper also introduces research purpose and significance,status,contents,methods,ideas of University think tanks.Finally,it generalizes the whole paper's innovation points.The second part first defines the concept and connotation of public scientific decision-making,think tank and new types of think tank with Chinese characteristics.Then,discuss the urgency of constructing new types of think tanks with characteristics based on the theory,the development process of Chinese think tanks and the influence of the construction of University think tanks on public decision making.The third part summarizes the current situation of the construction of the new types of Chinese University think tanks with the introduction of the policy and achievements of the University think tanks.The fourth part analyzes the current arising problems during the construction process of new types university think tanks with Chinese characteristics,such as the internal operation mechanism is not smooth,the leading figure and the outstanding talented person lacks,the scientific research pattern and the reality development are disjointed,the result application transformation mechanism is not perfect and so on,and the paper has analyzed the reason which the question exists.The fifth part gives a general introduction about the positioning and advantages of the construction of the American think tanks,and the enlightenment to the construction of Chinese University think tanks.The sixth part gives some advice to perfect new types of university think tanks with Chinese characteristics,such as related system constructing,training of outstanding talents,innovating scientific research model,establishing an effective evaluation system of think tank products,etc.The seventh part is the conclusion of the article which summarizes and sublime the full text.Although the construction of China's think tanks has quite outstanding achievements,the construction of university think tanks still needs to be improved for most of think tanks at present are official or semi-official.The university think tanks are more possible to put forward deep theoretical basis,forward-looking or clear-cut views because of their unique advantage and independent position on policy research of public decision making.This paper analyses the existing problems in the construction of China's university think tanks,puts forward some feasible suggestions on cultivating talents,innovating management mode,improving evaluation mechanism and improving the influence of think tanks,which lays the foundation for better development of the new-type university think tanks in China.
