A Study On Efficiency Of Targeted Poverty Alleviation Of Agricultural Insurance

Agricultural insurance is an important policy means to solve the problem of poverty alleviation and poverty removal and to promote the development of agriculture.It is also artificial barrier to build a nationwide targeted poverty alleviation system.At present,a comprehensive and systematic targeted poverty alleviation system of agricultural insurance is still far behind.There is still a lot that needs to be improved,including rationally and differentiatedly using agricultural insurance to encourage farmers and agricultural enterprises and improving efficiency of welfare and economy of agricultural insurance.Located in the central part where social and economic development is relatively backward in China,Anhui Province is a big agricultural province.The proportion of agricultural population is very big and agriculture is also an important industry in Anhui Province.A study on efficiency of targeted poverty alleviation from the perspective of agricultural insurance contributes to further deepening related research connotation of poverty alleviation and removal in China's poor-stricken areas,as well as to further enriching research findings of poverty alleviation mechanism in remote mountainous areas and ethnic minority areas.Based on this,this paper first briefly introduces the research background,significance,main research contents,research methods,and briefly reviews related research status at home and abroad.Then it defines relevant concepts and theories,as well as conducts an overview for related theories of targeted poverty alleviation efficiency of agricultural insurance and government performance evaluation theories.Based on this,it clarifies the overall building of efficiency evaluation index system of targeted poverty alleviation.Then according to the mechanism of targeted poverty alleviation,it designs relevant principles for evaluating targeted poverty alleviation efficiency of agricultural insurance,including system principle,relativity principle,comprehensive principle and maneuverability principle.And evaluation method of targeted poverty alleviation efficiency of agricultural insurance is confirmed under the government performance theory.Besides,the index evaluation system is constructed from three levels,namely farmers,insurance companies and financial departments of government.Finally,based on the valid data in Anhui Province,it uses analytic hierarchy process(AHP)to value indexes at all levels of targeted poverty alleviation efficiency of agricultural insurance and to determine weights.Empirical simulation has been conducted for various influencing factors of poverty alleviation efficiency of agricultural insurance.At last,it calculates the results,processes the data,and comprehensively analyzes the influence degrees of indexes at all levels on targeted poverty alleviation efficiency of agricultural insurance.The empirical studies show that poverty alleviation efficiency of agricultural insurance in Anhui Province is at a good level as a whole.However,in some aspects,there is still room for improvement in poverty alleviation efficiency.Firstly,coverage area and species of agricultural insurance is not enough.Secondly,the agricultural risk management and safeguard mechanism unsound,that is,agricultural risk rate is relatively high.Thirdly,per capita agricultural insurance of farmers is low,which requires that more people need to buy agricultural insurance,and agricultural risk awareness is not enough.Insurance company lacks pertinence in the design of agricultural insurance products.Besides,the number of personnel engaged in agricultural insurance is small and staff quality remains to be improved.All these conclusions provide reference for development of China's public utilities and also have great theoretical value.
