Research On Precision Poverty Alleviation Efficiency Of Agricultural Insurance In Hebei Province

The "Decision of the CPC Central Committee and the State Council on Winning the Poverty Campaign" issued in 2015 proposes that in the process of poverty alleviation,we must pay attention to financial poverty alleviation and put financial poverty alleviation into an important position in poverty alleviation work,not only in the banking industry,but also in the banking industry.Continue to promote other non-banking financial institutions to participate in financial poverty alleviation.In 2016,the Opinions of the China Insurance Regulatory Commission and the Poverty Alleviation Office on "Doing a Good Job in Promoting Poverty Alleviation in the Insurance Industry" proposed that the docking of agricultural insurance service needs must be more accurate and accurate,thus providing a good task for poverty alleviation.driving force.In recent years,with the joint efforts of the insurance industry,a risk guarantee mechanism represented by agricultural insurance,a financing guarantee mechanism represented by credit guarantee insurance,and a small amount of insurance funds to support the insurance financing mechanism have been formed.system.Among them,agricultural insurance and poverty alleviation are closely integrated with industrial poverty alleviation,which is an important part of the insurance poverty alleviation system.The government’s investment in agricultural insurance for poverty alleviation has increased year by year,and it is very concerned about the efficiency of insurance investment in poverty alleviation.This paper takes the precision poverty alleviation efficiency of agricultural insurance in Hebei Province as the research object,and mainly studies three aspects:(1)Analyzing the current situation and problems of Hebei agricultural insurance precision poverty alleviation,making research more directional and targeted;(2)Application Analytic Hierarchy Process(AHP)and Fuzzy Evaluation Method,calculate the comprehensive scores of Hebei Province’s agricultural insurance precision poverty alleviation efficiency and the weights and scores of each index,and analyze the corresponding evaluation indicators to draw analytical conclusions;(3)According to normative analysis and empirical analysis The results put forward suggestions for improving the efficiency of agricultural insurance in Hebei Province.The empirical research in this paper shows that the precision of poverty alleviation in Hebei Province is good but at a low level,and measures need to be taken to further improve:(1)Continue to increase poverty alleviation efforts and improve the efficiency of poverty alleviation funds;(2)Accelerate the promotion of agriculture in Hebei Province The process of “expanding,increasing,and raising bids”;(3)Using high-tech means to improve the efficiency of agricultural insurance claims;(4)Implementing differentiated rates for different products.The main innovations of this paper are as follows:(1)The research perspective is novel.The precision poverty alleviation of agricultural insurance in Hebei Province has always been at the forefront of the country.However,no scholars have systematically studied the precision poverty alleviation efficiency of agricultural insurance in Hebei Province.(2)New research methods The analytic hierarchy process(AHP)and fuzzy evaluation method are used to analyze and evaluate the precision of poverty alleviation of agricultural insurance in Hebei Province,so that the results are more convincing;(3)Have a strong practical significance,this article from the three parties of interest,namely the government,From the perspective of insurance companies and farmers,the subjective evaluation of agricultural insurance precision poverty alleviation efficiency is refined to an objective and specific indicator system,and the objectiveness and scientificity of the evaluation are enhanced by quantitative methods,with a view to providing a new perspective for future research.
