Research On The Effect Of Agricultural Insurance On Targeted Poverty Alleviation In Hebei Province

Under the background of poverty alleviation in China,agricultural insurance has become an important measure of poverty alleviation.As for Hebei province,it is a large agricultural province with a large agricultural population.Agricultural insurance plays a very important role in guaranteeing farmers.On the one hand,agricultural insurance has leverage effect,which can enhance the efficiency of poverty alleviation funds,change from "blood transfusion" to "hematopoiesis",and drive regional industrial development.On the other hand,it can also effectively improve the accuracy of the flow of poverty alleviation funds.Hebei province actively explores poverty alleviation through agricultural insurance,and constantly innovates the mechanism of poverty alleviation through insurance according to the actual situation in the province.Agricultural insurance poverty alleviation is not only limited to risk guarantee,but also has credit enhancement,investment and public welfare mechanism.In addition,Hebei province has explored relatively mature models of "government and bank guarantee","government and bank guarantee for enterprises and households",and asset-income industry poverty alleviation model,and achieved good poverty alleviation effect.In this paper,the alleviation effect of agricultural insurance in Hebei province as the research object,from the Angle of poor in Hebei province,in the form of questionnaire survey,understand the poor for insurance poverty alleviation effect of feedback,and found the real problems of the agricultural insurance in Hebei province,and connecting with the current poverty and poverty in Hebei province factors targeted put forward some policy Suggestions.Research results show that the agricultural insurance in Hebei province,on the whole,has obtained the good effect for poverty alleviation,agricultural insurance to poor stable income for poverty alleviation,dissolve the risk of poor face and improve the poor grain enthusiasm,agriculture insurance policy for the poor security credit,loans,promote industry development,increase employment opportunities,and so on poor areas,to promote a significant reduction in the incidence of poverty.Survey found that poor for agricultural insurance higher overall satisfaction for poverty alleviation,but there are still many problems,such as poverty alleviation policy propaganda,poor insurance consciousness to be ascending,low efficiency of agricultural insurance claims,agricultural insurance is planted less,can't meet the demand of poor,insurance rates and premiums for lack of flexibility,low level of agricultural insurance,and so on.These problems are urgent to be solved in the agricultural insurance poverty alleviation in Hebei province.So,try to solve above problems,the writer puts forward the following Suggestions: the use of a variety of means to increase the publicity of agricultural insurance policy for poverty alleviation,insurance company should innovation is planted for expanding the scope of the insurance,insurance,training professional talents of science and technology,introduced at the same time,to improve management efficiency,improve service quality,premium rate and premium subsidies with differentiated management,establishing the agricultural catastrophe insurance system,as well as encourage infrastructure construction investment of insurance funds poor areas.In the final stage of poverty alleviation,the good development of agricultural insurance poverty alleviation in Hebei province will greatly promote farmers' poverty alleviation,reduce poverty,prevent the occurrence of poverty due to disasters,and also play an important role in raising farmers' income during the period of rural revitalization.It is hoped that these conclusions and Suggestions can provide references for the targeted poverty alleviation work of agricultural insurance in Hebei province and the development of agricultural insurance industry in the future.
