Research On The Efficiency Of Agricultural Insurance In Guizhou Province To Promote Targeted Poverty Alleviation

People's sources of livelihood,production and food are inseparable from agriculture.As the primary industry in China,agriculture plays a very important role in China's economic development and economic prospects,and has a great relationship with national prosperity and social stability.Agricultural development process is not smooth sailing,but will face many risks,as an extremely effective way to transfer agricultural risks-agricultural insurance,is an indispensable means of agricultural production.Agricultural insurance,as an indispensable link in solving the problems of agriculture,countryside and farmers,plays an important role in the problems of agriculture,countryside and farmers,and improves the efficiency of agricultural insurance.It can give full play to the effectiveness of poverty alleviation and carry out relevant research on agricultural insurance is conducive to promoting social welfare.In recent years,agricultural insurance related exploration work has been carried out one after another.With the continuous growth of a country's economic aggregate and per capita income,the insurance industry is expanding and developing,which is mainly determined by the nature of the insurance industry and business model.Since 2018,the development speed of agricultural insurance has increased dramatically.China's agricultural insurance premium income ranks second in the world,but the development of agricultural insurance in China is not standardized and systematic enough.In terms of grain,many cash crops have no corresponding insurance types,the insurance coverage is relatively small,the varieties of agricultural insurance are also limited,and the level of protection is low.Said to expand the surface,increase the product,raise the bid.It is particularly important to find effective ways to integrate agricultural insurance and poverty alleviation policy,strengthen farmers' security and enhance their ability to resist market risk and natural risk.Guizhou is the province with the largest number of poor people and the most difficult to overcome poverty.Guizhou is the main battlefield of poverty alleviation and development.From the perspective of agricultural insurance,the study on the promotion of precision poverty alleviation by agricultural insurance will help to provide theoretical basis for the efficiency of precision poverty alleviation by agricultural insurance in remote areas and ethnic areas.In Guizhou Province,there are some problems,such as insufficient awareness of poverty alleviation by insurance,imperfect incentive mechanism for poverty alleviation by agricultural insurance,insufficient guarantee of agricultural insurance and inaccurate identification of poverty alleviation targets by agricultural insurance.The operation efficiency of insurance companies for agricultural insurance is very low,and the overall operation efficiency is not high.Therefore,this paper firstly combs the domestic and foreign literature on agricultural insurance research;secondly,analysis the theoretical basis of agricultural insurance and the development model of agricultural insurance in Guizhou Province.Thirdly,it first uses AHP analytic hierarchy process to construct the index system of agricultural insurance promoting precision poverty alleviation,and finds out the weighted investment.As input,output and environmental variables in the three-stage DEA model,this paper makes a comparative analysis between Guizhou Province and 11 other provinces and municipalities(districts)in the western region,eliminates the influence of environmental factors,and then calculates the input and output items adjusted in the second stage,obtains the final results,and compares the efficiency of agricultural insurance in Guizhou Province and other western provinces and cities in promoting precise poverty alleviation.The results of this study can be drawn as follows: In AHP,the evaluation score of precision poverty alleviation efficiency of agricultural insurance in Guizhou Province is R 2.2569 < 2.9,which indicates that the efficiency of poverty alleviation is poor and in the middle and slightly lower position,indicating that the precision poverty alleviation efficiency of agricultural insurance in Guizhou Province is general.In the third stage,DEA model can eliminate the impact of environmental factors and random errors on the promotion of precision poverty alleviation efficiency of agricultural insurance.After adjustment,the calculation results show that the scale efficiency,comprehensive efficiency and pure technical efficiency of Guizhou Province have changed greatly,but all of them are less than 1,which fails to achieve effectiveness.The frontier of production,namely,Guizhou Province,should further promote the precise poverty alleviation of agricultural insurance.Finally,according to the results of the empirical analysis,it puts forward the existing problems of agricultural insurance in Guizhou Province and some policy suggestions are put forward to improve the people's awareness of poverty alleviation through insurance,improve the incentive mechanism of poverty alleviation through agricultural insurance,enhance the guarantee strength of agricultural insurance,and improve the accuracy of identification of poverty alleviation targets by agricultural insurance.
