The Rural Subsistence Allowances Running Studing Based On The Case Of A Town In Yongzhou City

Because of the different treatment in policy between urban and rural areas for a long time,various social problems are increasingly severe in rural China,which prevent economy from moving forward.As the basis of economic and social coordinated development objective condition,the rural social insurance and the rural subsistence allowances are becoming the focus of the government and scholars.However,a great number of problems have arisen in the current operation,the present system needs to be improved.This article based on the practice in a little town in Yongzhou city,discusses the development of the rural subsistence allowances by documents research,interview and observe.On the basis of social security theory,the article mainly attempts to analyze the existent problems and the cause in the rural subsistence allowances operation,using the experience of other countries and areas for reference to puts forward the problem-solving method.In the current operation the following problems are exist by studies,which including: difficult to sort out the right person,security line is too low and the style is single,dynamic management is hard to realize,without respect for the recipient,crisis of confidence in villagers for the system,illegal behavior takes out usually and so on.These are mainly driven by the traditional aesthetic and social values,with the addition of lacking law,low financial investment,short for scientific low income level measuring method,nonstandard family budget investigation,lack of staff,and the staff member's personnel quality is not high and the like.Basing on the domestic and oversea experience,some improvement measures are given: to increase awareness of social insurance,speed up the building of the legal system,specialized social assistance,involving social forces to participate in.
