The Study Of The Connection Between Rural Subsistence Allowances And Development-oriented Poverty Relief

Rural subsistence allowances and development-oriented poverty relief have been established as important wings for anti-poverty governance.However,with the advancement of poverty alleviation,the exposed problems show that rural anti-poverty policies have entered into certain institutional bottlenecks,and their convergence in terms of systems is not ideal.In the second half of 2016,Taihe County in Jiangxi Province implemented the system of rural minimum guarantee and poverty alleviation development.This study,under the background of the government's proposed effective link between rural minimum guarantees and poverty alleviation and development,tries to summarize the analysis of the system of rural minimum guarantee and poverty alleviation in Taihe County,Jiangxi Province,and proposes the establishment of two institutional convergence mechanisms.The prospect of the convergence of the two systems around 2020.The first part of this study introduced the issue,significance,and theoretical analysis framework.The second part analyzes the development of rural minimum guarantee and poverty alleviation and the relationship between them.The third part expounds the goal and approach of the connection between rural minimum guarantee and poverty alleviation and development.The fourth part introduces the development of Taihe County before the convergence of the two systems.The fifth part analyzes the implementation effect of the convergence of two systems in Taihe County,Jiangxi Province.Summarized the experience of the convergence of systems in Taihe County and the results achieved.At the same time,it also pointed out the problems in the convergence.The sixth part,countermeasures and prospects.From the four aspects of poverty alleviation for innovation,target orientation,information sharing,and dynamic management,suggestions are put forward for establishing a convergence mechanism.Prospects for the convergence of the two systems before and after 2020 are as follows: Rural minimum living standards continue to exceed national poverty alleviation standards;poverty alleviation targets Covered by the subsistence allowances;the development trend of the two systems is to achieve full convergence;integration of urban and rural areas is the call of the era.
