Research On The Development Of Innovation-driven In Beijing,Tianjin And Hebei

The Beijing-Tianjin-Hebei region,which is one of the innovative resources enriched and the most vibrant economic region in China,is experiencing the key period that is the transition of Investment-driven to Innovation-driven.Based on the situation of domestic economy and the practical needs of “to build the new engine of national Innovation-driven economic growth” which is proposed in “the plan of Beijing-Tianjin-Hebei collaborative development”,this paper extracts the theoretical analysis framework of the constituted factors and formation mechanism of Innovation-driven according to relative theories and international experience.This paper puts forward the path and suggestion of the Innovation-driven development in Beijing-Tianjin-Hebei region by constructing the "Beijing-Tianjin-Hebei Innovation-driven evaluation index system" to evaluate the Innovation-driven development stage of the region of Beijing-Tianjin-Hebei and the innovation ability & innovation environment in the Beijing-Tianjin-Hebei.This paper indicates that the logical framework of Innovation-driven includes the four parts: Innovation driven development goals,the core support,the implementation path and the external security.Through the development stage,innovation ability and innovation environment three dimensions to construct the index system and use the measurement of quantitative analysis method,this paper proposes that in terms of the overall development stage of Beijing-Tianjin-Hebei region,it is experiencing the transition from the Investment-drive to the Innovation-driven;In terms of the innovation capacity of the three places,there are gradient differences in three places,and the level of collaborative innovation has improved steadily.In terms of the overall level of innovation capacity,Beijing is higher than Tianjin and Hebei.In terms of internal structure,Beijing's innovation input and output capacity is much better than that of Tianjin and Hebei.Tianjin's capabilities of technology research and achievement transformation are more prominent.Tianjin and Hebei has formed an innovation investment system which regards enterprise as the main body.In terms of collaborative innovation,the number of patent joint applications and the amount of patent joint applications are "blowout" growth,the amount of technology transactions and political-industry-university-research cooperation projects show a substantial increase;In terms of the innovative environment of three regions,Beijing is the best,and Tianjin and Hebei are optimized.The paper points out that the main constraints of Beijing-Tianjin-Hebei achieve the Innovation-driven are the weakness of technology spillover effect in Beijing,the gap between the Hebei and Beijing Tianjin,the imbalance in the allocation of resources in the three areas of innovation resources,the lack of innovation atmosphere and the profit allocation mechanism.In view of the main shortcomings of Innovation-drive,this paper puts forward that the path of innovation and innovation driven by Beijing,Tianjin and Hebei from three aspects: innovation ability,collaborative innovation and innovation environment.Firstly,we should improve the innovation ability of Beijing-Tianjin-Hebei based on the comparative advantages.Beijing should integrate high-end scientific and technological innovation resources to build the National Science and Technology Innovation Center as soon as possible.Tianjin should strive to build the national researching & development base of advanced manufacturing.Hebei should focus on promoting the application and popularization of scientific and technological achievements.Secondly,relying on government-industry-university-research institute community,we can promote the collaborative innovation.Through the construction of innovative resource sharing platform,personnel exchange platform and innovation and transformation of the promotion platform,a linkage of the three places' political-industry-university-research institute community can be built.Thirdly,we should focus on optimizing the innovation environment in Tianjin with Hebei and establishing the sharing mechanism of innovational profit.Tianjin should take the advanced manufacturing industry of Binhai New Area as the main line,and revitalize the modern service industry of the old town with Yujiapu,and learn from Suzhou's science popularization education practice credit model to optimize the knowledge and cultural environment.Hebei should focus on the introduction of advanced technology and modern service industry to promote industrial transformation and upgrading,and should build museums,science & technology museums and other infrastructure vigorously to enhance the cultural atmosphere of science and technology.Beijing,Tianjin and Hebei should establish a profit sharing mechanism to achieve the sharing of innovative achievements.
