| According to the theory of economic growth,the key factors for promoting economic growth are the input factors such as capital,labor,land,as well as technological innovations.In the report of the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping pointed out that innovation is the first driving force for development and the strategic support for building a modernized economy.As one of the three big urban agglomerations,Beijing-Tianjin-Hebei has the function of national innovation driving the new engine of economic growth.Under the background of Beijing-Tianjin-Hebei integration and China's regional scientific and technological synergy innovation,it is of great significance to study the regional indigenous innovation and economic growth of Beijing-Tianjin-Hebei region.Secretary-General Xi Jinping has repeatedly pointed out that the development of innovation needs to give full play to the role of the main body of innovation and stimulate the initiative of innovators.At present,domestic scholars mostly study the impact of independent innovation on economic growth from the perspective of factor input,and seldom from the perspective of innovation subject.However,by studying the effect of independent innovation ability of different independent innovation subjects on economic growth,we can improve the efficiency of innovation more pertinently.Therefore,this paper divides the main body of innovation into three parts: enterprises,universities and scientific research institutions,combs the relevant theories of independent innovation on economic growth,analyses the current situation of independent innovation and economic growth in Beijing,Tianjin and Hebei,constructs the evaluation system of independent innovation ability of three-dimensional subjects,empirically analyses the impact of innovation ability of three-dimensional subjects on economic growth,and then puts forward practical policy recommendations to better promote the development of Beijing,Tianjin and Hebei.According to the comprehensive score of the evaluation system of independent innovation of three main bodies,it can be seen that the independent innovation ability of Beijing from 1990 to 1992 and 2000 to 2016 > the independent innovation ability of Hebei Province > the independent innovation ability of Tianjin City;the independent innovation ability of Beijing from 1993 to 1999 > theindependent innovation ability of Tianjin City > the independent innovation ability of Hebei Province.From the independent innovation scores of different innovators,we can see that the innovation ability of Beijing scientific research institutions is much higher than that of Tianjin and Hebei,but the independent innovation ability of Beijing universities and enterprises is not much different from that of Tianjin and Hebei.Finally,we use the comprehensive score data of Beijing-Tianjin-Hebei ternary subjects from 1990 to 2016 to empirically test the impact of independent innovation on economic growth.The empirical results show that the independent innovation ability of different innovators has different effects on the economic growth of Beijing,Tianjin and Hebei.The independent innovation ability of Beijing's institutions has a greater impact on Beijing's economy,and the impact of Beijing's independent innovation on Beijing's economic growth is far greater than the impact of the stock of social fixed capital and the number of employees in the whole society on Beijing's economic growth.The independent innovation ability of enterprises in Tianjin and Hebei Province has a greater impact on economic growth,but the impact of independent innovation on economic growth is slightly lower than the impact of social fixed capital stock on economic growth,higher than the impact of the number of employees in the whole society on economic growth.Finally,this paper puts forward relevant policy recommendations based on the research results of the impact of independent innovation on economic growth in Beijing,Tianjin and Hebei. |
