Based on the specific regional factors of Beijing-Tianjin-Hebei region,the paper is taking scientific and technological innovation as the starting point,combining the input dimension of scientific and technological innovation,economic-social-ecological output dimension,adopting the policy literature combing method,principal component analysis-related analysis method,the evaluation index system of Beijing-Tianjin-Hebei coordinated development from the perspective of scientific and technological innovation is constructed.Based on this,on the one hand,the comprehensive index and coupling coordination degree model are used to evaluate the development level of Beijing-Tianjin-Hebei region under each dimension from 2010 to 2017,and on this basis,the internal coupling coordination ability of input-output dimension and the contribution degree of scientific and technological innovation to output dimension are analyzed.On the other hand,the coupling coordination degree model is used to evaluate the cooperative development ability of different dimensions in Beijing-Tianjin-Hebei region,and the ideal solution model of reconstruction is used to evaluate the overall cooperative development ability of Beijing-Tianjin-Hebei region from the comprehensive dimensions of scientific and technological innovation,economic,social and ecological construction.The results show that :(1)in terms of comprehensive development level,from 2010 to 2017,the level of scientific and technological innovation development,economic development and social governance in Beijing,Tianjin and Hebei has a remarkable effect,but the level of ecological improvement is not good.(2)In terms of the contribution of scientific and technological innovation,the overall contribution of scientific and technological innovation to the economic development of the Beijing-Tianjin-Hebei region is the largest,followed by social governance,and finally ecological improvement.Among them,under the economic,social and ecological dimensions,scientific and technological innovation has the highest average contribution to Hebei's development,followed by Tianjin and Beijing.(3)In terms of internal coupling and coordination,the coordinated development of science and technology innovation-economy-social-ecology in Beijing-Tianjin-Hebei region is mainly influenced by the positive pull of science and technology innovation-social system and the negative inhibition of science and technology innovation-ecosystem.In terms of local cooperative development,the degree of Beijing-Tianjin synergy is higher and the relative development is more balanced under different dimensions.The gap between Hebei and Beijing,Tianjin scientific and technological innovation ability,social governance ability and ecological construction ability has delayed the pace of Beijing-Hebei and Tianjin-Hebei coordinated development.(4)Under the economic dimension,the economic development ability between Beijing,Tianjin and Hebei is approaching,the relative development is more balanced,and the regional economic integration has achieved remarkable results.According to the level of coordinated development of different regions,Hebei has become a short board restricting the improvement of cooperative development ability in Beijing-Tianjin-Hebei region.(5)In terms of overall coordinated development,there is a certain gap in the overall capacity of coordinated development between Beijing,Tianjin and Hebei regions.Among them,the overall cooperative development ability of Beijing-Tianjin is the highest,followed by Tianjin-Hebei,while the overall cooperative development ability of Beijing-Hebei is lowest.
