A Study On MICE Industry Policies Of Beijing-Tianjin-Hebei Region Based On Policy Texts

MICE industry is playing an important role in social and economic development due to its high comprehensive efficiency,good interactive performance,fast investment recovery and strong driving effectto other industries.It has gradually become an important indicator of the evaluation and measurement of regional economic development.Government departments have a significant impact on the development of exhibition industry,through play a role of guidance,promote and regulate of policies.The Beijing-Tianjin-Hebei region as an emerging strategic economy,the development of its MICE industry need policies to promote,explore its policy development and evolution of the law,found its content-oriented,and its policy tools situation and other issues to enhance the competitiveness and promote the coordinated development of regional industry is of great significance.MICE industry as a new form of industry,the current academic research on the exhibition industry is lagging behind other industries,especially on its policy research there is a certain gap.Based on the actual situation of Beijing,Tianjin and Hebei in recent years,this study uses the methods of literature statistical analysis,social network analysis,content analysis and comparative analysis to analyze the present situation of its MICE policies.In this paper,the study of its MICE industry policies,including the external attributes of the policy,and the internal mechanism which based on the social organization network and policy tools,then explores the characteristics,differences and shortcomings of MICE policiey orientation and tool application in B-T-H region.Through the study of the attributes of the policy text,it is found that the introduction of the regional policy is closely related to the development level of the local MICE industry and the political environment of our country,and divides the policy development stage into the stage of policy budding,policy rapid development and policy intensive;Although there are some differences in the publishing industry policies of Beijing,Tianjin and Hebei,the People's Government,the Commerce Committee and the Development and Reform Commission play an important role in generally.Polices is given priority to with provincial issued,the scope of implementation and influence are wide,and the proportion between different municipalities is different.The study of policy content based on social organization network show that Beijing is the most comprehensive in terms of policies scale and structure,including compulsory,guarantee and supportive policies,and the main is compulsory policy;Tianjin mainly of large-scale exhibition activities of the mandatory type policy and lack guidance and support polices;Hebei prvice give priority to supportive policy.Based on the research of policy tool types,it is found that: Firstly,the B-T-H's MICE industry showing the state thatenvironment-type policy is the main and demand-type policy is obviously lacking.Secondly,in the sub-type of policy tools,mainly is information technology support polices,capital investment polices,standardized management polices and consumer subsidies polices,but in terms of personnel training,financial support,intellectual property protection,government procurement and service outsourcing,there are shortcomings.Thirdly,there are differences in the types of policy tools used in the three provinces and the focus of policy sub-types is different.Based on the above research,this study puts forward some policy suggestions:To establish regional industrial coordination mechanism and enhance industrial competitiveness;To play a policy guidance based on the stage of industrial development;Grasp the policy focus,co-ordinate regional policy direction;Focus on the diversity of policy tools,Allocate the proportion of policy tools appropriately.
