Research On The Coordinated Development Of The Beijing-Tianjin-Hebei Industry

The coordinated development of Beijing-Tianj in-Hebei region is one of the three major national strategies put forward by China under new historical conditions.It is an important part of China's regional development and layout and also an important engine to stimulate China's economic development.Moreover,it plays an important role in promoting China's new industrialization and informationization,technology leadership and industry support.It is not only conducive to the development of the entire Bohai Sea and Northeast,North and Northwest China region,but also of great significance in promoting China's complete opening up to Northeast Asia,Central Asia,Russia and Europe,accelerating the realization of the major national strategy of New Silk Road,expanding the scope of influence of China's economy and building a Eurasian economic circle where China has a core status.Since being put forward in the 1970s,the coordinated development of Beijing-Tianj in-Hebei region has no substantial progress achieved due to the impact of various factors such as history,administration,market,talents,resources and environment.Compared with the Pearl River Delta and the Yangtze River Delta region leading in development,the pace of development of the Beijing-Tianj in-Hebei metropolitan area has been lagging behind,accompanying with a lot of problems demanding prompt solution.In reality,the coordinated development of Beijing-Tianj in-Hebei region turns an urgent request in urban function transformation,industry collaboration,social space layout and ecological environment.The purpose of the coordinated development of Beijing-Tianj in-Hebei region is to solve the problem of imbalanced and uncoordinated region development.It is important to note that poor industry collaboration of the Beijing-Tianj in-Hebei region is an important reason for the weak regional strength.Industry is the main content of the economic system and industrial development serves as an important support for economic development.The economic development of a country is reflected by both the growth of Gross National Product(GNP)and the growth of national industrial structure.The coordinated development of Beijing-Tianj in-Hebei industry is an inherent requirement and objective law of the coordinated development of Beijing-Tianj in-Hebei regional economy and also the fundamental and key to optimize the regional productivity layout and the space structure of economic development,accelerate the transformation of development mode and cultivate new growth momentum and growth pole.The essence of coordinated development of industry is a constant evolution process of the industry system from being simple to complex,low to high and local optimization to global optimal,mainly including the coordination between the elements of industrial development,the coordination of Beij ing-Tianj in-Hebei industry and the multi-faceted and multi-level collaboration of the adopts the approach of combination of longitudinal investigation and horizontal comparison,combination of normative research and empirical research as well as the systematic research method.The argument of this paper is put forward on the basis of analyzing the concept,mechanism and measurement of industry coordination and relevant domestic and foreign research summary.Further,the paper combs and analyzes the relevant theories of industry coordination and carries out a specific analysis combining the status and deficiencies of the industrial structure and industrial space layout of Beij ing-Tianj in-Hebei region.Firstly,it explores the historical evolution of the industrial structure,space layout and industry coordination of Beijing-Tianjin-Hebei region and summarizes the evolution path and objective laws of the coordinated development of Beij ing-Tianj in-Hebei industry.Secondly,it studies the basic connotation,systematic framework,principle and dynamic mechanism of the coordinated development of Beijing-Tianjin-Hebei industry.Thirdly,it analyzes the main problems and causes of the coordinated development of the Beijing-Tianjin-Hebei industry in the light of the experience and enlightenment related to coordinated development of industry of international and domestic regions.Finally,it puts forward the choice of a proactive and feasible path of development of Beijing-Tianjin-Hebei industry.Fundamentally speaking,in oder to realize the regional development of Beijing-Tianjin-Hebei,we have to break the obstacles of administrative division and system mechanism to coordinate the interests of all parties.The market and government must act as the driven force for the allocation of resources in the building of a coordinated development mechanism lead by the market and the government so that the overall function of regional economic system is greater than the sum of the function of the separate parties.The integration of the region can be achieved through a series of reforms and adjustments of existing interests and policy.The coordinated development of Beijing-Tianj in-Hebei industry follows the guidance of the five concepts of development,the innovation of system and mechanism and the reform of the structure on supply side.Specifically speaking,first,it requires innovating governance mode,establishing a cross-regional governance organization suitable for local politics,economy and culture,planning and coordinating from the perspective of the whole region,providing appropriating governance mode,system platform and related supporting policies from the perspective of regional coordination and innovation-driven development.Second,it requires making the functional position clear,constructing a cyberspace layout,taking one core,two cities,three axis,four regions and multi-node as the structure,taking important cities as the pivot point,taking strategic function platform as the carrier and taking main artery and ecological corridor as link,according to the thinking of functional complementation,regional linkage,axial concentration and node support.Third,it requires allocating factors in a reasonable way,carrying out market-oriented reform in width and depth,strengthening the cooperation of Beijing-Tianj in-Hebei region,making market price and competion take effect,realizing benefit maximization of industry coordination of Beijing-Tianj in-Hebei region on the basis of market-determined allocation of resources.Fourth,it requires strengthening industrial cooperation,definiting development orientation of the region,straightening the development chain,accelerating industrial restructuring and upgrading,and promoting industrial transfer and docking based on the regional industry layout.So that we can constructing an advantaged industry cluster area based on the region,radiates across the country and serves the globe.Fifth,it requires boosting economic vitality,constructing regional innovation system,vigorously developing the private economy,giving full play to the strength of social organizations.Sixth,it requires optimizing regional function,promoting the integration of ecological and environmental protection,of transportation infrastructure and of public service.
