Research On The Facilitation Of Customs Clearance At National Level Land Ports In Yunnan Province

Since 2016,the world economy has been into the period of deep adjustment after the crisis,the structural and cyclical issues affected each other,uncertainties and destabilizing factors were increasing,the overall situation was "Three low and One high" which included low growth,low inflation,low inflation,low growth in trade,investment and high debt,and the trade protectionism was becoming even more violent.The growth of the domestic economic has slowed down,and the trade environment was complicated and grim,the development of foreign trade was facing new problems.Executive meeting of the State Council pointed out China should take facilitation of customs clearance as the main content to promote the stable development of foreign trade,we must strengthen and improve the port work,and create a convenient,efficient,fair and transparent environment of customs clearance,the meeting identified that China would cancel and delegate a number of examination and approval items relating to the port clearance and import and export on the present basis,and simplify necessary approval procedures,clear some standards and promise time limit.It is self-evident that customs clearance facilitation is important.Yunnan is located in the southwest of China,it is a province which borders on Burma,Laos,and Vietnam.Due to its obvious geographical advantages,Yunnan province has become an important channel for the inland to communicate with Southeast Asia each other.Based on such a southwest province which has natural geographical advantage and variety of products,the research of customs clearance facilitation for Yunnan province to achieve interoperability and cooperation with ASEAN countries has an important and unique significance.Along with good background which has good development opportunity of the country "The Belt and Road Initiative" and the reform of customs clearance integration,Yunnan province should grasp the opportunity to improve customs clearance facilitation actively.This paper firstly summarized the connotation and related trade theory of trade facilitation and customs clearance facilitation,and elaborated guiding function of these theories on customs clearance facilitation in Yunnan province,and provided a theoretical basis for the development of customs clearance facilitation of Yunnan Province.Secondly,this paper systematically reviewed the developing present status and problems of Yunnan national level port.This paper focused on the analysis of the facilitation of customs clearance in Yunnan national level port from the background of international economy,transportation infrastructure,port customs clearance management system,intelligent port information and human resources.Once more,the influence factors and weights of customs clearance facilitation were obtained using analytic hierarchy process based on the combination of quantitative analysis and qualitative analysis,and constructed the evaluation index system of customs clearance facilitation to inspect Vietnam,Laos and Burma,and came to the conclusion that the customs clearance levels of Vietnam,Laos and Burma were not convenient averagely.Finally,in view of the problems existing in the development of Yunnan port customs clearance facilitation and the empirical results,this paper put forward some targeted countermeasures and suggestions for the further development of Yunnan port customs clearance facilitation.
