The Study Of Guangxi Land Port Customs Clearence Facilitation

With the further development of China-ASEAN Free Trade Area, to strengthen port construction and promote customs clearance facilitation has become a key problems of China-ASEAN Free Trade Area to be solved. Guangxi is the frontier zone that has sea port, land port and air port connected to the ASEAN countries. Guangxi’s port construction and facilitation of customs clearance will have an important impact on China——ASEAN Free Trade Area. Currently, Guangxi’s custom clearance efficiency still need to be improved and has many problems in port infrastructure, management system, regulatory capacity, electronic port, international exchanges and cooperation.This paper reviews and describes the trade facilitation research literature and relative theory, and uses the first class land border port as a representative to analyze status quo and problems of customs clearance facilitation of Guangxi’s land border ports such as Pingxiang, Youyi Guan, Dongxing, Shuikou, Longbang, Pingmeng, Aidian etc. Then, it learns from customs clearance facilitation practice of other Chinese land border ports. Finally, it puts forward some suggestions to promote customs clearance facilitation of Guangxi’s land border ports. The results shows that Guangxi land border ports have made positive progress in terms of infrastructure, customs procedures, electronic port and Vietnam cooperation and has made great achievements in customs clearance facilitation of land border ports, but there is still a big gap to become an important gateway to link the Belt and the Road in Guangxi and it has many problems such as lagging infrastructure construction, customs clearance management system that needs to be optimized, low supervision effectiveness and imperfect electronic port construction etc. Guangxi’s land border ports should learn from customs clearance facilitation practice of Manchuria port and Dzungarian Gate port in terms of clearance procedures, customs supervision and electronic port construction etc. Promoting Guangxi’s land border customs clearance facilitation needs to strengthen the port infrastructure construction, optimize customs clearance management system, improve customs supervision, propel electronic port construction, actively develop partnerships with the business community and encourage international cooperation in national customs and propel integrated Customs building and so on.
