The power industry plays a fundamental role in the development of the national economy.The power industry provides safe and stable energy for economic and social development,it also requires large capital investment and energy consumption.Therefore,improving the efficiency and productivity of various sectors of the power industry is significant for the local regulatory authorities.At present,the Beijing-Tianjin-Hebei region,as the core part of China's Bohai-rim economic circle,has become the new growth pole of China's regional economic development.With the development of Beijing-Tianjin-Hebei cooperation,the consumption of electricity and energy has increased dramatically.The contradiction between supply and demand of electric energy has become an important reason for restricting the sustainable development of the region.Firstly,this paper reviewed the related research literatures.Then,the status quo and existing problems of power generation industry,transmission and distribution network in Beijing-Tianjin-Hebei area are analyzed and summarized.On this basis,this paper wants to analyze the technical efficiency and total factor productivity change of the electric power industry in Beijing,Tianjin and Hebei,and put forward suggestions to improve the technical efficiency and total factor productivity of the electric power industry in this region.For the establishment of unified BeijingMarket and economic and social sustainable development is of great significance.Based on the panel data of the provincial power generation industry in Beijing,Tianjin and Hebei in 2004 and 2013,the DEA method is used to optimize the technical efficiency of the power generation industry.The result shows that the technical efficiency of electric power industry in Beijing-Tianjin-Hebei region is increasing continuously in 2004-2013.The scale returns and scale of the enterprises have a significant positive correlation,indicating that the region still has a strong market potential,but it also reflects the current Beijing,Tianjin and Hebei power industry resource allocation does not reach a reasonable scale.And the technical efficiency of the power companies in different places also varies in different degrees,Beijing is the highest,followed by Tianjin,and Hebei is the lowest.At the same time,SFA method is applied to calculate the power generation industry and distribution network in Beijing-Tianjin-Hebei region,through the measurement and analysis of total factor productivity,it can be seen that the total factor productivity growth of the power generation industry in Beijing,Tianjin and Hebei is mainly technological progress,and the technological progress rates of Beijing,Tianjin and Hebei are 11.31%,11.39% and 12.43.The contribution rates of TFP growth rate were 104.63%,142.38% and 324.54%.The Malmquist productivity index of Beijing?Tianjin?Hebei region transmission and distribution grid enterprises in 2004-2013 is more than 1,and the average total factor productivity growth rate is 6.8%,which indicates that the total factor productivity of electric power companies in Beijing-Tianjin-Hebei area is increasing.
