Industrial ecology refers to the dynamic environment that can have a positive or negative effect on the economic development of an industry.In the current stage of high-quality economic development,industry is an important implementation vehicle for a series of synergistic development strategies and policies,and it plays an important role as a link between the state and enterprises.The high quality development of industry requires the construction of a good industrial ecology.As the Beijing-Tianjin-Hebei synergy has entered the stage of high-quality development,the imbalance in industrial development is an important reason that restricts the synergy of urban agglomerations.In order to promote the inter-regional synergy,industrial and economic synergy of the Beijing-Tianjin-Hebei city cluster,the study of its industrial ecology is a feasible solution to harmonise the contradictions between the Beijing-Tianjin-Hebei city cluster.With the development of the fourth industrial revolution represented by high-tech industries,the Beijing-Tianjin-Hebei city cluster urgently needs to shift to an industry-based sustainable development model.While the growth of traditional industries is becoming sluggish,high-tech industries,with their high added value and low dependence on nature,have become a breakthrough for the implementation of transformation and upgrading strategies in various regions of China.Therefore,developing and improving the ecology of high-tech industries in each region can narrow the "technology gap" between different cities and promote the coordinated development of regional economies.At the same time,China is entering a new stage of high-quality development,gradually improving the planning layout and policy environment of industrial development in urban clusters,aiming to optimize the industrial ecology and form a rich resource base to promote high-quality industrial development in urban clusters.However,the existing studies are often limited to a single element,and the mechanism of the synergy of multiple elements of the high-tech industrial ecology of the Beijing-Tianjin-Hebei city cluster affecting the industrial efficiency of the city cluster is still unclear.This thesis analyses the current situation of the high-tech industry in the Beijing-Tianjin-Hebei city cluster in terms of its basic scale,innovation development and industrial efficiency.Secondly,using 13 cities in the Beijing-Tianjin-Hebei city cluster as research objects,an input-output model of the efficiency of the high-tech industry in the Beijing-Tianjin-Hebei city cluster is constructed,and based on statistical data from 2013-2019,the DEA-BCC and DEA-Malmquist index models are applied to analyse the static efficiency and dynamic efficiency of the high-tech industry.Industrial efficiency is used to measure the current ecological level of the high-tech industry.Finally,the Technology-Organization-Environment(TOE)theory is used as a framework to find the multiple concurrent causal relationships and enhancement paths of the factors influencing the ecology of high-tech industries in the Beijing-Tianjin-Hebei city cluster,based on a holistic perspective and group thinking,using the fuzzy set qualitative comparative analysis(fs QCA)method.
