Study On The Choice Of International Port Operation Mode In Hunan Province

"12th Five-Year" and n 13th Five-Year" plan have been pointed out that the inland areas increase the opening pattern,strengthen the construction of the port,open up cross-border intermodal transportation corridor.As an effective way to connect the ports and inland areas,the international land port is an important means to promote the export-oriented economy and promote the regional economic development in the new heights.Hunan Province as China’s "The Belt and Road Initiatives" inland core economic hinterland,has a unique geographical advantage.In order to adapt to the development of the open economy and promote the "efficiency and efficiency" of the international logistics,the international port of Hunan will be built into the international logistics key projects.But there are still many problems in Hunan international inland port operations,urgent need to identify suitable for the actual situation in Hunan Province,mode of operation,reduce the international land port operating costs,improve operational efficiency,ensure the international land port core competitiveness.The purpose of this paper is to evaluate the different operating modes by constructing the evaluation index system of Hunan international port operation mode,and to determine the operation mode of international land port,which is in line with the actual situation of Hunan province.This paper uses the field investigation method,literature induction,questionnaire survey,mathematical statistics analysis and case study to carry out related research work.Check and master the cross-border electricity,bonded logistics,international land port related theoretical basis,understand the status quo of international land port operations at home and abroad,and to carry out field research,in-depth understanding of the basic conditions and basic data of Hunan Province in the construction of international land port.Analysed government led operation,enterprise led operation,government/enterprise joint operation mode.From the angle of logistics business and infrastructure construction,regional economic angle,market angle,development and cooperation angle in five aspects of construction of international land port operation evaluation index,analysis by combining qualitative and quantitative methods to screen out the final evaluation index system.Constructing the evaluation model of Fuzzy-AHP method based on AHP and fuzzy evaluation.This paper confirms the weight of each index of international land port is confirmed by the analytic hierarchy process(AHP),and the fuzzy evaluation method is used to evaluate the index.In the end,the paper analyzes the evaluation and optimization of the operation mode of Hunan international port,the evaluation results show that the development of the three business models are generally,but the government/enterprise joint operation mode of relative score higher,should choose this kind of mode.In accordance with the present stage Hunan province international inland port development situation.therefore,the port operation mode of Hunan province international land evaluation index system established in this thesis has certain scientific and rational,practical and effective evaluation model,provide a reference for selection of international land port operation mode in Hunan Province,has a certain theoretical innovation and academic value.To promote the construction of Hunan international port and have a positive significance to the development of the international land port in the central region.
