Study On Industrial Ecological Efficiency And Ascending Path In Hunan Province

A new generation of decision makers make the new normal definition on the current Chinese economy,pointed out that China is now facing a very valuable strategic opportunity.Scientific development concept requirements,we must make economic development and ecological environment capacity and environment carrying capacity to match.Under the conditions of ecological constraints,the development of industrial economy must be done with the least resources and the smallest environmental impact to achieve maximum economic benefits.Hunan Province,the main driving force for economic development depends on industry,and thus the choose of Hunan industrial transformation path is the biggest issue under the purpose of the Resource-saving and Environmentally friendly society.Based on the reality of China's economic and social development in the critical period of transition,taking the industrial statistics of Hunan Province as the object,this paper is based on the theory of sustainable development and eco-efficiency,established the ultra-efficient SBM model.The article calculates the ecological efficiency,and analysis the main problems and shortcomings in the development.The results shows that the industrial structure of Hunan need to be adjusted and entered into the higher level under the new economic conditions.Under the energy and emission restriction requirements in the 13th Five-Year Plan,through the multiple regression analysis,the paper analyzes the direction of industrial structure adjustment in Hunan province under the condition of scientific development in 2015-2020,with a view to provide reference for the promotion of industrial progress in Hunan.From the perspective of ecological efficiency,the results show that,the efficiency of 38 industrial branches in Hunan Province is low,the resource allocation level is low,60%of the industry efficiency is lower than 0.2;The efficiency of all the industrial sectors in 2005 and 2015 showed an upward trend,and the level of resource allocation in Hunan Province was increasing;From the perspective of investment redundancy,Hunan Province has not reached the effective frontier of the various industrial sectors,there are different levels of excess investment situation.From the energy point of view,Hunan Province,38 industrial industry has great potential,most industries are still in the extensive level of development;From the perspective of emission reduction,Hunan Province,a huge potential for industrial waste reduction,the task is arduous;In the 13th Five-Year Plan binding requirements,through the study of energy-saving emission reduction path,this paper proposed the three major categories of industrial sectors in Hunan Province,the optimal development path,Mining and manufacturing,as well as electricity,heat,gas and water supply industry are completed within a year 16%energy saving,emission reduction target of 17%.In addition,taking the reality that maybe many industry can't complete the task within a year into account,the article is presented sub-optimal path.
