In the real estate project management,the cost target is an important standard of success for the project management.With more and more low profit in real estate industry,the cost control is more important.How to reduce the cost in the process of real estate development,achieve good economic benefit,have became a great research subject of real estate enterprises.At the same time,the cost management of the real estate was pushed to the front of management science.The impact of the design phase on project can be 90%,so we must pay more attention to the process of real estate design tenderting.In the real estate project design bidding activities,design the tender documents as the specification file must be abided through the tenderting and bidding process and even the whole project deveplopment process,plays a very important role..Problem oriented for research in this article.Firstly,the author finds the key problem by research fo the practical problems.,using value engineering theory and analytic hierarchy process to solve the problems.The research includes the work instruction for real estate design bidding and tendering,and practical work experiences.Through the literature research,the article arrives at the three key issues to be solved,including eligible bidders setting,the bid evaluation criteria and method,the key terms of the contract.Specific content as follows:Firstly,the research defined clearly eligible bidders setting in connection with the problems exists in practice,such as beyond the level of qualification bid,using others' qualifications,false bidding.First get composition of eligible bidders settings by literature analysis and the laws research,then explain each factors of content in detail.Secondly,the real estate project design bidding activities include evaluation factors and the evaluation method,through the value engineering theory,choose a better design or design units..According to the laws study and the model regulation,the article summed up the composition of the review factors applicable to real estate design evaluation,including recommendations and options.Then calculate the weight of each review factors by using analytic hierarchy process.Thirdly,design contract is the main way of design management after bidding,it is also an important mean for the project investment controlling.The investment control should be defined before design bidding,and must be clear in the design contract.Using target cost management and design guidelines for the design management,stengthen the management of design change,establish design system of rewards and punishments,improve the design personnel of responsibility and innovation enthusiasm.At the same time,determine a reasonable design payment,payment schedule,and claim clauses.Finally,the article presented at the final stage direction for the lack of improvement in this study.
