The development of China's mining industry,no longer rely on prospecting and mining solely,and the ecological civilization has been paid more attention to,the green mine construction become represent the general trend of China's mining industry.The acceptance works for the first batch of national green mines started from August 7 to September 1st,2014?35 mining enterprises' achievements reached the national green mine acceptance criteria,and they passed the acceptance successfully.The acceptance is mainly based on enterprises' self-assessment report,because the actual situation of the each mining enterprises is different,and the acceptance organization of each provinces is different,the score of each enterprises is different slightly.It is difficult to make a quantitative analysis of mine constructions' investment efficiency,and provide the corresponding theoretical support.This paper from the angle of quantitative analysis does a research on the investment efficiency of China's green mine construction,collecting 35 mining enterprises' input data and output data,and chose data envelopment analysis?DEA?method to analyze and evaluate their investment efficiency during the period of 2011 to 2014,then put forward some policy measures.The main research contents of this paper are as follows:Firstly,researching on the present investment situation of green mine construction of China.The writer finds that there were fewer investment policies on China's green mine construction,the analysis of investment situation is relatively simple,and the investment evaluations were mostly qualitative analysis.Basing on the investment research of China's green mine construction,considering the characteristics that "multi input and multi output" of the relevant mining enterprises,and applying the combination evaluation thoughts of qualitative analysis and quantitative analysis,this paper uses data envelopment analysis?DEA?method to evaluate mining enterprises.Secondly,building the data envelopment analysis?DEA?method model.According to the research by Charnes,Coopor and Rhodes in 1978,selecting the mining enterprises as the decision making units,and screening out the input data and output data during green mine construction,and increasing the weight coefficient for these data.Basing on the comparison each decision making units and constrained by the constraint conditions,the writer builds the data envelopment analysis?DEA?basic model--CCR model with constant returns to scale.In order to analyze the scale efficiency and technical efficiency of mining enterprises,the writer increases the convexity condition of ?j=1n?j=1 to obtain BCC model with variable returns to scale.Finally,evaluating the investment efficiency of 35 mining enterprises from 2011 to 2014 through data envelopment analysis?DEA?method.In 35 mining enterprises,22 enterprises' comprehensive efficiency is 1,which means DEA effective,and 13 enterprises belong to diminishing returns to scale.The result shows that most of the mining enterprises achieve a better investment effects during their green mine construction period.Among of the 13 enterprises,11 enterprises are pure technical efficiency,that is to say weak DEA efficiency,and 2 enterprises are inefficient.According to the results,the writer analyzes the calculation results detailed through creating a projection surface,performing redundancy analysis and etc.,suggests that the enterprises can achieve a better investment effect by reducing investment or increasing output on the basis of the existing,and puts forward the corresponding policy recommendations according to the results of policy network analysis.
