Research On Cultivated Quality Monitoring Method Of Land Consolidation Areas In Heilongjiang Province And Application

Construction content of land consolidation will have an impact of different aspects of the cultivated land quality pass through directly affect the production efficiency and economic benefits of land users,while improving the quality of cultivated land,the land consolidation also enhance the influence level of factors which is traffic infrastructure,land form,field irrigation and water conservancy facilities and ecological status on cultivated land quality.After land consolidation,the characteristics of quality level changes of cultivated land show as short-term,long-term and gradual mutation,therefore,to strengthen the land consolidation project area quality monitoring is a key work to accurately grasp the quality condition of cultivated land after land consolidation.The land consolidation project is abundant,rich and broader in Heilongjiang province,involving the improvement of cultivated land quality,the balance of cultivated land requisition,and the high standard of basic farmland construction,but there is still not suit to the monitoring of cultivated land quality in Heilongjiang Province.In order to meet the need of implement plan and benefit evaluation,it is urgent to research monitoring method of cultivated land quality in Heilongjiang province land consolidation project area.In this paper,on the basis of relevant research results of cultivated land quality evaluation and cultivated land quality monitoring at home and abroad,based on the connotation,structure,clear land quality characteristics and driving factors,the definition of cultivated land,land remediation,cultivated land quality evaluation and monitoring are defined;Guided by the new concept of cultivated land quality,based on the general situation of land consolidation project in Heilongjiang Province,the land use characteristics and the comprehensive evaluation index,selecting 33 cultivated land quality monitoring evaluation index;Through the analysis of climate,topography,soil conditions in Heilongjiang Province,related technical standards of nation and Heilongjiang to determine the threshold of monitoring indicators,using the function method to make the calculation standard of monitoring index(Standardization of monitoring indexes);using the land remediation project area as the evaluation unit,the AHP to set the weights of the monitoring index,establish land consolidation project area evaluation index system of cultivated land quality monitoring and localization in Heilongjiang province,construction of cultivated land quality monitoring model;A case study of typical project(IV)in Hailun City,Heilongjiang Province,monitoring and evaluation of cultivated land quality grade,obtaining the change of cultivated land quality in the study area before and after the land consolidation project.The main research contents and conclusions are as follows:(1)Selection of cultivated land quality monitoring index and the establish the index system of cultivated land quality monitoring.Through clarifying the connotation of cultivated land quality,composition,characteristics and driving factors of cultivated land quality,the new cultivated land quality concept as a guide,using experience and expert consultation,consulting local agricultural experts,using mature land quality evaluation index system,combining with the Heilongjiang province climate,topography,soil characteristics,land consolidation project type,selecting a total of more than 30 monitoring indexes,Including the effective accumulated temperature,effective soil thickness,surface soil and other Soil Fertility Indicators,field road accessibility,irrigation guarantee rate,the proportion of ancillary facilities area,and other indexes,the field average scale,ridge scale,ease of cultivation of spatial index,farmland protection area ratio,green vegetation coverage and other ecological indexes,exploring the new,open alternative,characterized by the quality of the cultivated land fertility quality,construction quality,space quality and ecological quality,adapting to the composition of land consolidation area evaluation index index system of cultivated land quality monitoring and localization in Heilongjiang province.(2)Determining the threshold of monitoring index,dimensionless monitoring index of high quality after the land consolidation.From the calculation results,through the scientific planning and implementation of field roads,farmland water conservancy and other land consolidation projects,the quality of cultivated land improves 18.535in the study area,the cultivated land quality level from the high quality upgrade to the higher quality,The quality of cultivated land has been improved by the implementation of land consolidation project,which provides favorable conditions for agricultural production,The evaluation results show that the quality control index system and its method are reasonable and feasible,and it is suitable for the quality supervision of cultivated land in Heilongjiang Province.
