analysis discusses the conclusions and Suggestions are put forward.Firstly,this article summarizes the "town-level city" related theory research and practice: analysis of "town-level city" policy implementation background,for defining the relevant concepts,inductive "town-level city" small towns development of related research and practice experience,resolution authority policy analysis and the analysis of the urban development theory and model,as this paper studies the theoretical basis.Secondly,in this paper,the Qingdao parsing "town-level city" policy,including policy objectives and content,etc.;At the same time,for each "town-level city" Qingdao generalizes the pilot the development of small cities and towns,as the basis of this study.Related policy and urban comprehensive development,this paper analysis theory,the introduction of the index system of city development level evaluation model,to establish a set of index system of measuring the level of comprehensive puts forward related Suggestions.Through the study of this paper holds that,although the policy can play a promoting role to the development of small towns,but not everything.There's mastercard & its effect on the development of small towns have different,and the different development of small towns factors have different effect.Therefore the author believes that in the small towns development policy choice should adjust measures to local conditions,according to different small town development in different policy choices,and according to the different development of small towns in the process of policy implementation elements level situation properly.In this paper,the research has enriched our country the study of " town-level city " policy,in order to the implementation of the "town-level city" the policy of our country and the development of small cities and towns to provide reference.
