A Research On The Construction Strategy Of Characteristic Small Towns In Bohai Town Of Mudanjiang City

The gap between urban and rural areas and unbalanced regional development are prominent phenomena in China's urbanization process.The problems of "urban disease" and rural hollowing caused by ecological destruction and traffic congestion have become the biggest weakness of high-quality development in China,which must be solved by promoting urban-rural integration.Characteristic small towns can gather and utilize rural resources to develop characteristic industries and attract more people to settle in small towns as an important innovative form of new urbanization development.Characteristic towns not only promote urban development,but also make the countryside beautiful and habitable,it promoted industry-nurturing-agriculture and city-nurturing-countryside and realized the supply-side reform about solving the dual structure of urban and rural areas,adjusting the industrial economic structure.The construction of Characteristic Towns in China has experienced four stages of development,small town + One Village One Product,small town + Enterprise Cluster,small town + Services,small town + New Economy.A number of characteristic towns with distinctive industrial characteristics,factor concentration,livability and vitality have emerged,but some of them have also exposed problems such as not distinctive characteristics,low-level repeated construction,poor industrial linkage,disordered competition and so on,which are worthy of warning and reference for the latecomers.With Bohai town of mudanjiang city of Heilongjiang province as the research object,this paper,through reference comparison of existing studies on small towns,focuses on the construction path of small towns with characteristics dominated by agriculture,weak market economic vitality and limited driving capacity of surrounding big cities.Through SWOT analysis,the advantages of Bohai town lie in convenient transportation,profound historical and cultural heritage,rich tourism resources and prominent advantages of rice industry.The disadvantages lie in the shortage of human resources,the lack of sustained impetus for industrial development,and the insufficient performance of government functions.The opportunity lies in the upper planning policy support,the tourism industry meets the significant opportunity,the high quality rice market prospect is good;The threats lie in the prominent homogeneous competition in the neighborhood,the contradiction between economic development and ecological protection,and the prominent brain drain.This paper puts forward the strategy of constructing small towns with characteristics of Bohai town on the basis of the above.It is proposed to cultivate and strengthen rice industry with the construction of "two modernizations" of Xiangshui as the core in the aspect of industrial growth,and promote the integrated development of cultural tourism industry with Bohai national culture as the focus.It puts forward rationalization suggestions around the central government,provincial and municipal governments,towns and other different levels in the aspect of making up for the policy defects.It is proposed to stimulate the dominant position of farmers in the aspect of risk dispersion,give full play to the support of enterprises,and introduce the strength of social organizations.The paper proposes to improve the planning system of small towns in terms of the endogenous power,increase the infrastructure investment of large and small towns,improve the public service level,and improve the supporting system for attracting talents.
