Previous studies showed that the energy consumption rebound effect exists normally, and had a significant impact on the total energy consumption. Since the reform and opening up, the energy consumption per unit of GDP in Shaanxi shows a downward trend, but with the economic development, energy consumption is also growing rapidly in Shaanxi Province. Therefore, in the current background which is the economic development mode is switching and resource bottleneck is getting tighter, researching rebound effect of energy consumption, to optimize the total energy consumption has great practical significance for the promotion of economic development mode transformation and the bottleneck resource breaking.This paper reviews the status and research result of abroad & domestic energy rebound effect theory. This paper explains and illustrates the generation and mechanism of the energy rebound effect which is due to technological advances from the direct rebound effect, indirect rebound effect and the economic rebound effect three dimensions. I built a rebound effect of energy calculation model, and exogenous growth model of technological progress, and then estimated Shaanxi Province TFP 1995-2013 year, as a result come to technological progress on economic growth in the contribution rate. Furthermore, I have analysed the total factor productivity and changes in economic and technological progress to increase the contribution rate. Then, according to the technical progress on economic growth in the contribution rate calculation results, the energy rebound effect Shaanxi Province 1995-2013 year were estimated, and the rebound effect of changes in energy analysis.The results show that the trend of energy rebound effect of Shaanxi Province is in a high volatility, the average reached 79.17%. This indicates that reduction of the amount of Shaanxi Province technological progress in energy consumption has been largely offset by increasing the amount of energy consumption which is caused by technology development. Relying solely on the effect in order to achieve technological progress control total energy consumption was not obviously presented. Therefore, in order to optimize the total energy consumption, and promote the coordinated development of economic social environment, we must pay attention to the influence of the rebound effect, and make adjustment according to the idea of the direction of market-led.
