Energy problem become a serious problem on our economy in recent years. It shows great impacts on macroeconomic development, changes in industrial structure and exports. How did energy constraints impede the macroeconomy? Since the task of energy saving and emission reduction is arduous, how to explore energy saving potential? How should we change the industial structure? To answer these questions, we must do further research on our energy efficiency. This paper focuses on the energy efficiency. From three spheres, the theory of economy growth, industrial level, regional level, we do some research on energy efficiency and energy intensity. Some adivces are given on the empirical studies.We, firstly, do systematic literature review about some major spheres of energy efficiency study. By the way, we introduce the mainstream theoretial model about the economy efficiency.In the economy growth theory aspect, academic circle often treat the resource as one of the input factors in the economic model. But we often ignore the effects of price changes of resource on the technological progress. Based on indogenous economy growth theory, we assume the power source of economy growth is from the changing rate of energy price transferring to the changing rate of technological progress. Then, we analysis the balance growth path of macroeconomy growth, simulate the situation of industrial structure.In macroeconomic aspect, the long-run equilibrium between energy consumption and industrial structure is analysised by cointegration theory. Since the confusing situation of industrial index about high ranking, we first design an industrial index about high ranking by Moore index theory. Then, we do some research on Chinese industrial high-ranking and energy consumption. The results show our industrial high-ranking index increasing rapidly in 2009. There exists cointegration relation ship among energy consumption, economy growth and industrial structure. But the energy consumption structure didn't have the feature with the other two variables. There is a phenomenon of the shift in the industrial structure high-ranking and economy growth.From the industrial level, we process three Input-Output National Tables from 1997 to 2007 based on Input-Output theory. We from generate non-competitive IO tables from competitive IO table, then collecte and process data of capital and labor from all years, account the total consumption of national industry. The second stage, we measured and analysised the energy efficienty improvement by DEA, Malmquist Index from all periods. By this way, we do some research on the efficiency of total energy consumption and technological progress of all periods. Then, we get the potential energy saving facet of all industry. The results suggest that the total-factor efficiency of China has been continuously increased. But the mode is different. Technology progress began play a leading role. Scale efficiency and pure technology efficiency become obstacle of economy efficiency improving. The efficiency of Oil-related industries, machinery-related industries have been improved significantly. But the agriculture, food, wood, leather manufacturing industries have been declined in efficiency. So the idea of industrial development policy should consider the consumption of intermediate products. We should change the extensive mode of economy development, taking the technological progress as the center. The contribution of this chapter is tried to account the total consumption of national industry, and analysis the efficiency of total energy consumption and technological progress of all periods.From the regional view, the most significant highlight is that the spatial econometric model has been introduced into the energy economic research. The content includes the correlation of energy intensity, the convergence of energy intensity, factors influencing energy intensity. The result show: the hypothesis that the spatial interdependence between Chinese provincial regional exist significantly is approved; the northwest terrioty show significantly agglomeration in high energy intensity, and the southeast show low energy intensity agglomeration; the speed of energy intensity convergence become slowly after 2005; industrial structure, the government-owned proportion of economy and FDI show positive effects on the energy internsity convergence. FDI is the most significant one. The results show the task of energy saving is very hard to complete. The proper way is to adjust our industry structure harder, increase the rate of government-owned proportion of economy, introduce advanced technology, more rational use of FDI.
