Research On The Transfer Of Agricultural Land Under The Vision Of Marx's Land Rent Theory

Marx's land rent theory reveals the distribution law of land rent under the capitalist mode of production,which has profound guiding significance to socialist society with problems of land ownerships.Currently,the land turnover pushes the in-depth reform in our rural areas.This is the road to wealth created by farmers in their actual practices and this is also the only road that we must pass to realize the agricultural modernization.Theimplementation of land turnover makes great changes to agriculture,rural areas,and farmers,stimulates the profound change in rural land policies and pushes the land rights structures going from the separation of powers between two to the separation of powers among the three.The transfer ofland puts dormant rural resources to good use,capitalizes the rural resources,and turns capital into stock and farmers into stock holders.What's more,the transfer of the land upgrades the rural distribution system and makes farmer to be the greatest beneficiaries.However,due to the limited rights of the farmers,farmers as the major beneficiaries,their rights are exploited and their benefits are marginalized.Thus only when the complete rural land system,land transfer system and rural benefit distribution systems are formalized,can we standardize the benefits distribution of the land transfer and undergo the rural reform in an organized way.The article can be separated into four parts:The first part is about the relevant materials of Marx's land rent theories,which illustrates the conditions of the formation of rent and the major forms of rent.The nature of rent and the law of land distribution will be discussed,upon which the guiding significance of Mars's land rent theory on China's benefit distribution,modernized agricultural development and rural land reformation will be illustrated.The second part is about the formation of farmland rents under the policies of China's land transfer.The discussion will be combined with the Marx's rent theories to explore China's land rent existential conditions.China's rural land rent's historical condition is the collective ownership.Market economy provides the mode of production condition for the formation of rural land rent.Land turnover helps the realization of the separation of land contract right and land management rights.The above mentioned three provide the necessary conditions for the rural land rent.The third part is about the problems and reason of them in terms of the China's land rent distribution.The transfer of the farmland changes the our traditional system of interests distribution,making the farmers in the leading position of the interest distribution system.But owing to the fact that contract and management right is incomplete and the owner of collective land property rights is absent,farmers' interest rights are limited and their benefits are impaired and marginalized.The fourth part is about the reflections and advice toward solving the land transfer problems.Under the guidance of Marx's theory and combined with our real conditions,the efforts to solve the problem should be made in three aspects:improve the rural land policies,complete the farmland transfer system and complete the interest distribution orgasm.In conclusion,using the Marx's land rent theory to guide the interest distribution of land transfer is the applying and developing of Marxist political economics in reality.It is conductive to solve the practical problems and enrich theories of the socialist political economy with Chinese characteristics.It embodies Chinese characteristics and features of the times.
