A Study On The Problems And Countermeasures In The Practice Of Precise Poverty Alleviation In Taihu County

During the past 40 years,China's anti-poverty cause has achieved remarkable results since the reform and opening up.On the one hand,the economic and social career developed rapidly,people's pursuit of quality life changed a lot,the absolute poverty population dropped significantly;however,the deep contradictions which restrict the development of rural poverty-stricken areas are gradually emerging,and the old and new poverty problems are intertwined,so poverty alleviation in China is facing a severe situation.The 18th Party Congress put forward the grand goal of building a well-off society for the first time,but the poor people in rural areas is a short board.In order to solve this problem,China has implemented a policy of precision poverty alleviation Since 2013,which aimed at overcoming the problem of rural poverty alleviation through card establishment,accurate identification,precision help,precision management for poor people.Based on the background of precision poverty alleviation policy,these problems need to be solved urgently:how to adapt to the new requirements and new ideas of poverty alleviation;how to tap the deep roots and contradictions of rural poverty,how to realize the-rational allocation and the targeting of poverty alleviation resources on the basis of accurately identifying poor households,and how to promote the efficiency of poverty alleviation.Based on the practice of poverty alleviation at the grassroots level,This paper,first of all,takes the poor village and the poor people as the research object,regards Shengji village in the mountains and taopu village in the plains as Sample points,takes the literature analysis method,the field research method,the statistical analysis method and the case analysis method as the basic research method,and then analyzes the bottlenecks.that impose the practice of poverty alleviation in poverty villages through understanding the current situation of rural poverty of Taihu county and the practice of poverty alleviation;finally,the paper tries to provide pertinent countermeasures for rural poverty alleviation practice.The main contents of the paper include the following parts:In the first part,the paper tries to sort out the research results of precision poverty alleviation at home and abroad,and define the concept of precision poverty alleviation,precision identification.precision help and precision management on the basis of recognizing the theory and practice of "common prosperity";at the same time,the paper tries to distinguish the connotation of precise poverty and extensive poverty on the basis of the investigation on the grassroots practice of poverty alleviation in Taihu county.In the second part,based on the theory of poor intergenerational transmission theory and the results of field research of poverty alleviation and poverty-stricken villages,this paper tries to comb and explore the poverty characteristics and poverty roots of rural poor families,and then points out that the poverty of rural households has these characteristics:the sources of income is decentralized,the degree of poverty is relative,the causes of poverty caused by the complexity of identity differentiation,the cause of poverty is complicated,and the identity cognition about poverty is differentiated.The root of family poverty lies in the accumulation of poverty in various links of individual life cycle and lies in the poverty intergenerational transfer of the family.And then,based on the investigation,analysis and observation of the practice of poverty alleviation in poverty villages,the paper tries to summarize the achievements of poverty alleviation in Taihu County,and analyzes the practice status of precise poverty alleviation in poor villages,which include the practice status of precision identification,precision help and precision management.In the third part,based on the investigation and analysis of the main body of poverty alleviation,it is analyzed that the current poverty alleviation practice in poverty-stricken villages in Taihu County has the following problems----the participation in poverty alleviation of poor households needs to be strengthened;the accuracy of resource targeting needs be improved;the social poverty alleviation needs to be integrated;accurate management of village poverty alleviation needs to be reinforced.At the same time,the paper tries to analyze the causes of problems.In the fourth part,based on the analysis of the status quo and problems of the basic practice of poverty alleviation,it is put forward that the practice of poverty alleviation should be promoted by establishing the participation mechanism of poor households,promoting the accurate delivery of poverty alleviation resources,achieving the precise excavation and integration of social poverty alleviation forces and strengthen in precise management of poverty alleviation.
