Study On The Development Of Urban-rural Integration Of Shandong Peninsula Urban Agglomeration

Urban-rural integration is the tallest stage form of urbanization,which is also the outcome of productivity and social progress to a certain historical stage. Coordinating urban and'rural development and promoting urban and rural integration is an important step toward breaking down the dual urban-rural structure and perfecting the socialist market economy system. The 16th National Congress of the CPC proposed, "It is a major task that comprehensively builds a well-off society to coordinate urban and rural economic development". The 3rd plenary sessions of the 16th central committee promote the human-oriented, comprehensive, coordinated and sustainable scientific concept of development. and regard the Coordination of urban and rural as the first of the five balance. and create the system conducive to change the urban-rural dual economic structure gradually. The 17th National Congress of the CPC explicitly put forward that coordinating urban and rural development and promoting the building of new countryside. The CPC Central Committee and State Council Document No.1 also take the coordination of urban and rural development as a important topic. All this indicates that China has entered a new period that coordinating urban and rural development, and promoting the urban-rural integration. Therefore, Balance Urban and Rural Development, advance urban-rural integration is a vital issue we have to faced from now on.There are plenty of theories about the urban-rural integration. many scholars have stated their own views on the concept,implication,power mechanism and Implementation Model. but their research scarcely refer to the index system studying the degree of integration development. Based on the analysis of the original theory,concept and practice in various countries. Referring to the domestic research, this article choose 15 indexes which divided into economy,society,life,applying logical analysis and mathematical analysis, Combined AHP to estimate the level of integration development evaluation model.
