Research On Social Risks Management Of Rural Land Procurement And Relocation

In recent years,with the continuous development of the economy,the process ofurbanization in our country is advancing,followed by a large number of rural land was levied.Hence,lots of demolition disputes arising from rural land acquisition and demolition projects.The demolition of the process has been intensified,which triggered a number of group petition events even wounding and other vicious incidents.It can be said that the risk factors implied in the process of rural land acquisition and demolition has become a reletively prominent social phenomenon,and the healthy development of the economy and social harmony and stability are seriously threaten.Thus it can be seen that balancing the interests of all parties and effectively resolving all kinds of contradictions in the process of land acquisition and demolition are the key and difficult points of current and future work of various departments and local governments.Nowadays our country attaches great importance to the problem of land acquisition and house demolition,but there are still many social risk problems due to legal,political and economic impacts and in the process of land requisition compensation and resettlement,the risk of land acquisition and relocation may occur.In the study,this paper mainly uses the methods of literature review and case study,analyzes the land acquisition and demolition of XieXing Town in G City,S Province on the basis of theoretical analysis,analyzes the characteristics of the land acquisition and demolition by means of legal,economic and political knowledge,and introduces the effective measures taken by the town in the prevention and control of risks as well as the existing problems.At the same time,it introduces the "effective communication" risk management of Tianfu New District in Chengdu,the "benefit balance" risk management of Tangqi town in Hangzhou and the successful experience of risk management in Binjiang New District of Hengyang City,and then puts forward the measures to improve rural land acquisition and resettlement risks management such as establishing and improving rural land acquisition demolition of the laws and regulations system,landless peasants long-term protection mechanism,and the rural land acquisition and demolition of social risk manage-men.The purpose of land acquisition and relocation is to promote the process of urban modernization,improve the life of farmers to share the fruits of reform and development.Only by deeply studying the social risks of land acquisition and demolition,effectively preventing,assessing and controlling the risks,and balancing the intrests of releted people,can we strictly control social risks,make the rural demolition work carry out healthily,orderly and reasonably,and promote the harmony and stability of the whole society.
