A Research On The Improvement Of Luxian Grain Direct Subsidy Policy Implementation

Food supply is the basic safeguard for people's survival and a nation's development,that's the reason we call ‘‘food is all''.One nation's economic development and people's livelihood cannot go without the important material guarantee of food.In order to ensure national food security,national grain direct subsidy policies have been carried out nationwide since 2004.As one of the most productive grain counties,Luxian has responded to the call to implement the policy of grain direct subsidies,which results local peasants' income increase and grain production growth,whereas,Luxian has some problems in the policy implementation.Systematic research and analysis on the implementation of Luxian grain direct subsidy policies is significant for grain production promotion,peasants' income increase,agricultural industry restructure and the rapid development of modern agriculture.Based on the basic theories of agricultural subsidies and grain subsidies home and abroad,as well as questionnaires and interviews,this paper systematically discussed the implementation of the grain direct subsidy policies of Luxian,including Luxain grain production situation,the specific content and the implementation effect of the county's grain subsidy policies.The results reflect that the main achievements in the grain subsidy policy implementation process are farmers' initiative,peasants' income,grain production and contradictions between farmers and governments,while the outstanding issues that exist are short of grain subsidy funds,absence of free training and guidance on agricultural knowledge and skills etc.Besides,knowing little about the specific contents of grain subsidy policy because of the policy advocacy is not in place for peasants,lacking supervisions and loopholes in the management of grain subsidy funds,and legal supports' absence of grain subsidy policy are major problems in the policy implementation.Finally,through combining foreign advanced ideas and successful experiences of grain subsidies with Luxian's specific realities,this paper suggests to intensify propaganda grain subsidy policy,and gradually increase the grain direct subsidy standards,do a good job of grain subsidy funds supervision and promote the legalization of grain subsidy policy to improve the implementation effect of Luxian.We also hope to provide references for the perfection of the rest of the country's grain subsidy policy through this study.
