Research Of Implementation Effect Of Grain Direct Subsidies Policy In Qingzhoushi

Food problem is an important issue related to the national economy and people’slivelihood, which takes fully attention of many countries in the world. In order to insuremaintain safety, promote grain production and farmers’ income, the direct subsidies policy ofgrain is carried out since year2004. The farmers’ enthusiasm of grain plant and grain outputare facilitated owing to the implementation of direct subsidies policy.Qingzhoushi, as a major grain-producing county and commodity grain production base,is located at Shandong peninsula and belonging to weifang. In this paper, related theory ofagricultural policy is applied to analyze implementation effect of grain direct subsidiespolicy. It can be found that grain production and income with the help of policy is not perfectbased on the analysis result of actual situation. The policy incentive effect of grain plant is notlasting enough. There are also some problems in policy implementation: first, policy publicityshould be carried out in-depth; second, there is room for improvement in efficiency ofsubsidies grant; third, management of subsidies data is not standard; last, there are some gapsbetween reported subsidies area and actual area.Aiming at the above problems, on the basis of affecting factors in agricultural policyimplementation, advices for improving grain direct subsidies policy implementation inQingZhouShi are proposed combined with QingZhouShi actual situation. In the aspect ofpolicy content, incentive mechanism is induced and subsidy standard is enhanced toencourage e grain industry development. In the aspect of policy implementation: first,improve policy transmission way to optimize publicity effect; second, execution efficiencyshould be expedited through improvement of government executive ability and otherapproach; at last, basic education should be reinforced to promote farmer’s own quality forcoordinating the implementation of direct subsidies policy.
