In the past 40 years since the reform and opening up,China has achieved breakthroughs in all fields of economic and social development.The dividends of reform and opening up have been released continuously,and the new advantages of international cooperation and competition have been continuously enhanced,but the international competition situation is becoming increasingly serious.As an important window for displaying the external image of a country,the port is an important basic carrier and a place for the promotion of opening up.The efficiency of Customs clearance is an important factor to evaluate the business environment of a country or a region,and it is of great importance to shape the new competitive advantage of international competition under the new situation.At the port construction and management of our country,many departments are involved,with complicated customs clearance,inefficiency and high costs.As one of the largest economy and opening up provinces in China's coastal,The ports' number and the operation scale of Shandong are among the highest in the country.With the growth of economic has been slowed,the situation of foreign trade continues to be severe,the import and export enterprises are in difficulties,and the problem of customs clearance is more urgent.It is of great significance to deepen the reform of the port system and accelerate the construction of the “three mutual” simplify customs clearance procedures.The purpose is to break the interference between goods and regions and achieve efficient and convenient cooperation.Firstly,based on the macro background of China's opening-up and the reform of simplify customs clearance procedures of shandong province,this paper from different perspectives and emphases of relevant researches at home and abroad,to summarize the background and significance of the research,then summarize the reference experience and shortcomings.Secondly,combining with data of ports in shandong province and a series of policy measures at all levels and results analysis,based on the New Public Management theory claims that the government should be in such aspects as perfecting the system optimization of competition mechanism to better play to the service function point of view,from the system level of specificmining in this paper,the current port management system of the construction of large clearance of obvious constraints;Based on the modern network governance theory and the use of the online governance method to achieve the objective of resources sharing and efficient regulatory goals,the study is to explore the path to the realization of the great customs building.Thirdly,on the basis of port development situation in shandong province,the main factors that restrict the reform of simplify customs clearance procedures are analyzed from the perspective of the absence of legislation,the failure of the system,the solidification of the supervision mode,the high cost and time of customs clearance,and the slow information construction.Fourthly,based on domestic and foreign reform practices,the case analysis method is adopted to draw lessons from domestic and foreign countries,such as resource integration,institutional reform and model innovation,information construction and other representative countries and provinces.Fifthly,according to the theoretical research and practical analysis,to make Suggestions on the management of the port,the improvement of port legislation,the integration of recombinant port resource,the improvement of the construction level of the port informationization and the construction of the port of wisdom.In this paper,some innovations are realized on the basis of the summary research:first,the research on the constraint factors of the reform of simplify customs clearance procedures,pointing out that the overall coordination of the department is the key factor,and the overall linkage is emphasized,and“thewooden bucket effect” can be produced in any link delay.Second,on the research of the main measures,put forward to deepen “single window” construction and the evaluation index,strengthen the practicality and operability,at the same time,further extend the construction of the reform of simplify customs clearance procedures,explore the intelligent port and logistics construction,so as to make it more systematic and ductility.
