At present,China's economic development in the "new normal"turning period,Under the new normal construction market uncertainty and unpredictability,the domestic economic growth rate has been falling,construction market competition will be further intensified.The eighteenth national congress of the communist party of China put forward the strategy of " The Belt and Road" and "beautiful China" idea and construction of the overall goals,the development of economic and social development,especially in the construction industry will have a significant and far-reaching impact.Construction industry is experiencing a structure optimization,the process of comprehensive shuffling.In this market situation,construction enterprises only to positive social change,change the previous growth model,seeking to save the operating costs for the enterprise,to improve the production efficiency of the internal management way,seek new business growth point,accelerate the transformation and upgrading of the enterprise,good internal work,to realize the sustainable development of enterprises.As Putian city well-known companies in the construction market,JH construction engineering company has been developing rapidly in recent years,looks good,but also exposed many problems,especially on the operation and management,enterprise management strategy is not clear,main business single,project mat endowment risk,low management benefit,and small and medium-sized construction enterprise for a long time in low market competition,enterprise development.Taking JH construction company as the research object,using the strategic management in organizational environment and the organization's strategic synergy evolution theory,using the method of SWOT—AHP analysis of JH company industry environment,summed up the enterprise facing the strengths,weaknesses,opportunities and threats.Through the analysis found in the current of the new normal circumstances,the construction industry competition is increasingly intensified,means,lower and lower profit margins,but some enterprises through the timely transformation,characteristic management,instead of in the middle of the competition becomes more and more strong,etc.Although JH company in quality and safety control,brand reputation,large machinery and equipment,cultural construction has its own advantage,but in the development after entering the bottleneck period,the lower earnings,severe project mat endowment money owed,constructed the main scope of business shrinking market share,for enterprise's sustainable development caused serious influence.Strategic analysis method in this paper,by adopting SWOT-AHP on the development strategy of JH company strategic positioning,determine the development strategy types,in order to enhance its competitive edge in the increasingly fierce market competition.In this paper,through the study on the development strategy of Putian city construction company JH,suggested that JH construction company should take the opportunity to current pioneering business development strategy,with the help of a free trade area of the East Wind,seize the rare opportunity,adjust the structure of management,while maintaining the existing local market,use of Fujian province as the core advantage of maritime silk road in the 21st century,realizes the construction output value gradually rise;Vigorously implement the"going out" development strategy,and actively expand the market outside the province,bigger and stronger brand.Through combination of extension industry chain at the same time,expanding the scope of the enterprise construction qualification,adjust the structure of the company's main business,implementation in the house or the transition of the municipal infrastructure construction as the main business,intensify the building of cities in the country environment,seize the opportunity,actively participate in the urban and rural infrastructure construction and achieve the spanning development of the enterprise.In formulating the development strategy at the same time,this article also from the enterprise participation,improve the organizational structure of the general contractor,talent team construction,financial risk prevention and control,modern management model,technology innovation,engineering quality and safety level and capital power system in such aspects of strategic implementation safeguard measures are put forward.In addition,through the study of this article,we can also see,JH company facing the transformation of the development will bring a loss and confusion,is common in most small and medium-sized construction enterprises.In the economic environment is the new normal,increasingly fierce competition in the market,engineering conditions,scope of business is more and more homogeneity only according to its own characteristics,construction enterprises according to their own development goals,establish the characteristic development idea,choose to adapt to the enterprise development strategy of differentiation,can be in an impregnable position in the competition,hope that this article defined the development of construction enterprises under the condition of the new normal strategy of small and medium-sized construction enterprises can also give transformation provide certain reference path of growth.
