T construction company holds the qualification of Class One construction general contract,also holds multiple qualification in the field of municipal public works,MEC installation,architectural decoration,construction of bases and foundations,curtain wall construction,hoisting equipment installation,landscaping and real estate development.After the reform of state-owned enterprise(SOE)on 2009,T construction company,with its long history,became the only construction subordinate enterprise belonging to a state-owned real estate group in Xiamen.As the only municipal state-owned construction enterprise,the company has an unique policy advantage,but also has heavy burden accompany with the SOEs itself.Under the pressure from the new economic environment,in particular,with the decreasing support from government since 2013,on one hand,the company has to participate in the market competition;on the other hand,it encountered talent loss during SOE reform on 2009 due to lacking of good strategic planning.The company was experiencing the problem of pursuing the hot point blindly without a clear development goal.This paper is to address above problems through studying and applying the theory of strategic management.To begin with,the paper analyzes the development environment of the company,locates the key factors,and proposes the direction of future development,based on analysis of both the external macro/micro environment and internal environment within the company itself.Secondly,based on SWOT analysis,the paper lists the four strategic models of SWOT,and concludes the strategic choice of enterprise development after strategic comparison.Finally,with the help of the market economic theory,strategic management theory and modern enterprise theory,according to the prediction of the internal and external environment and future changes,the paper analyzes how to proceed with strategic transformation for a medium-size state-owned construction enterprise,so as to establish a corporate strategy and determine a clear direction of development.Meanwhile,the paper discusses how to provide strategic guidance for all levels of business units,so that the company can demonstrate vigorous vitality,enhance its core competitiveness and realize sustainable development,as well as draw a practical strategy for implementation.
