Research On The Evaluating Urban Economic Efficiency In Beijing-Tianjin-Hebei Region

Cities play a very important role in the process of national and regional development.The sustainable development of cities depends not only on the increase of total economy,but also on the improvement of urban economic efficiency.At the same time,city management should not just focus on investment and ignore the result,but pay attention to the efficiency and benefit.This paper mainly studies three problems: firstly,the economic efficiency of the13 cities in the Beijing-Tianjin-Hebei region;secondly,the factors which influence the 13 cities efficiency in Beijing-Tianjin-Hebei region;thirdly,the way to enhance the economic efficiency of the Beijing-Tianjin-Hebei region.Firstly,the paper uses DEAP2.1 software to evalute urban economic efficiency of 13 cities in Beijing-Tianjin-Hebei region from 2005 to 2014.It shows that the average economic efficiency of 13 cities achieved 0.906 out of the optimal level in 2014 showing a decreasing trend.Then the author utilized the Malmquist producitivity index model to measure urban economic efficiency in Beijing-Tianjin-Hebei region from 2005 to 2014.The economic efficiency of cumulative variation shows that it decreases by 7.8 percent each year which shows that the efficiency of Beijing-Tianjin-Hebei region doesn't improvement obviously while there are a lot of preferential policy and capital given in this region.On the one hand,the decling trend of economic efficiency in Beijing-Tianjin-Hebei region is due to the decline of technology level,on the other hand,the level of pure technical efficiency is invalid,that is,the management level is not high,and the system is not perfect.As a good city management,the government has a long way to go.The external environment is not conducive to the development of the economy,including infrastructure is not perfect,fiscal expenditure is unreasonable,irrational industrial structure and the level of economic openness is not high,and the loss caused by the loss of talent and economic efficiency.The economic system lacks of unified system environment and related policies and the supply of public facilities,the regional coordination degree is not enough,resulting in the loss of efficiency.Finally,according to economic efficiency is not high in the Beijing-Tianjin-Hebei region,according to the principle of integration system,on the one hand that the local government should according to the actual situation through policy adjustments conducive to the improvement of the economic efficiency of the environment;on the other hand a collaborative development platform should be constructed at the government level,to make the flow of personnel and technology and to onstruct a frame about industry synergetic.
