A Study On The Social Assistance For Pctsohs With Disabilities In Rural Areas

This paper attempts to discover the existing problems in social assistance for persons with disabilities who live in rural areas.10 interviewees from the W village are randomly selected and the Long Interview is employed as methodology of this research to understand their living conditions,and the social assistance they got.According to the actual social assistance of W village,this paper forms the minimum living standard security system and five guarantees system as the core,which supplements by medical assistance,employment assistance,living shelter assistance,education assistance and other special social assistance,as well as temporary relief and supplementary relief.Based on the discussion of demand and supply situation in the social assistance system,this paper finds that there are some problems in social assistance for persons with disabilities in rural China,such as lacking of basic living relief,limited-function of the special social assistance and the shortage of temporary social assistance.The reasons behind of these problems are that shortage in social assistance funds,lagging in legalizations in social assistance,distorted social values,discrimination and lack of participation in civil society.Therefore,this paper puts forward to increase public expenditures for persons with disabilities in rural areas,to ensure the supply of social assistance resources,to improve the social relief policies and regulations,to protect the system of legal construction.At the same time,the public should change their notions about disability,develop new concept of relief,and encourage the persons with disabilities to participate in social life.
