| The wide gap between rich and poor is a problem that China has faced with for a long time.The speeding up of the economic development,aggravates the contradiction of gap between the rich and the poor more.According to the poverty standard set by the world bank,in 2014,there still exists a population of more than two hundred million people living under the poverty line in China,and the poverty rate falls to 13% from43% in 1981.After reform and opening,thanks to the effective poverty alleviation policy that the government has been persistently implementing,more than six hundred million people have been getting rid of poverty in China in more than 30 years,which has contributed more than three quarters to the world poverty reduction,but the current poverty problem still should not be ignored.In the new period,all countries' economy is developing rapidly in the world,and not only should our country continue to speed up the development of economy at the present stage,but also to achieve the grand goal of building a well-off society in an all-round way,and the poverty problem must be solved in the first place.Poverty is a problem that exists chronically in the process of social development in our country,and poverty alleviation and development started in the mid1980's in China,and poor residents have still occupied the majority in a long time,and the base number of poor object is not clear and in the unknown situation,and poverty alleviation funds and projects point to the unknown,and low-quality and inefficient questions exists widely in poverty alleviation.The current poverty alleviation system design has flaws,and along with Carrying out and implementing the policy of precision for poverty alleviation in our country,financial system reform is deepening,and financial expenditure become the necessary means that the government use to reduce poverty.This paper analysis the background of poverty alleviation and fiscal policy first,and then it expounds theoretical framework,and on this basis,it describes the present situation of fiscal expenditure and rural residents income in Enshi in Hubei province.And then,through the set up of grey correlation model,this paper analyses the relationship between the government expenditure and the rural residents income,and using the panel data model,on the basis of the former analyze,the paper continue to analyze the influence of the government fiscal expenditure on rural residents' income,and then analysis whether the government fiscal expenditure can effectively alleviate rural poverty and whether the local government financial resources allocation is reasonable,which will provide theoretical reference basis that the government can use to make targeted adjustment fiscal expenditure structure.Through the analysis,it's foundout that education expenditure of the government finance expenditure project has a great correlation with the per capita disposable income of rural residents,and has positive significant impact on improving the per capita disposable income of rural residents;Compare with education expenditure,the health care expenditure,social security and employment expenditure,and following transaction expenditure have a smaller correlation with the per capita disposable income of rural residents,but the health care expenditure and social security expenditure are positively correlated with the per capita disposable income of rural residents,and the following transaction expenditure is negatively correlated;The regional economic development level and rural residents income level appear the same direction change.Thus,this paper puts forward the following Suggestions:the government should build a reasonable financial supporting system for poverty alleviation,dispose fiscal policy for poor areas and poor people,and constantly optimize the structure of fiscal expenditure,and build financial aid-the-poor funds performance evaluation mechanism and supervision mechanism,in order to improve the efficient of using public funds. |
