Meeting the target of targeted poverty alleviation on schedule is the most arduous task for China to complete the building of a moderately prosperous society in all respects.As an important force for targeted poverty alleviation,financial targeted poverty alleviation plays an important role in targeted poverty alleviation.Based on the example of Z city in the poor area of "patchwork",this paper focuses on the target and main practices of financial targeted poverty alleviation in Z city,and combines the responsibility positioning of government departments,financial institutions and poverty alleviation objects in financial targeted poverty alleviation,to carry out research on the problems and countermeasures of financial targeted poverty alleviation,which has strong practical significance and practical value.Based on the "new public service theory","Pratt Whitney financial theory","financial resource allocation theory" as the guide,the integrated use of quantitative and qualitative analysis method,combining with the characteristics of Z city poverty and social economy and precision with Z city financial poverty alleviation objectives,main content as the breakthrough point,clarify the responsibilities of the main participation main body positioning,further study of Z city financial precision poverty alleviation work status quo,carding financial precision typical patterns for poverty alleviation,Logistic regression analysis model is established to carry out precision financial poverty alleviation effect evaluation,from the government,financial institutions,poverty alleviation and object level analysis precision financial problems and causes for poverty alleviation,Put forward the countermeasures and Suggestions to further promote the financial targeted poverty alleviation work in Z city.According to the research situation of this paper,in recent years,financial targeted poverty alleviation work in Z city has formed a working mechanism led by the coordination of government departments,with the active participation of financial institutions and close cooperation with the poor.Special financial targeted poverty alleviation programs have been formulated,and a number of financial targeted poverty alleviation models have been innovated,achieving good results.Practice shows that promoting targeted poverty alleviation in finance plays an important role in promoting poverty alleviation.At the same time,this paper also draws a similar conclusion through quantitative analysis of Logistic regression model,that is,financial poverty alleviation products such as small poverty alleviation loans have positive and positive effects on poverty alleviation of poor households in their districts and can greatly improve poverty alleviation efficiency.The study also found that in the process of financial targeted poverty alleviation,there are still many problems and deficiencies at the levels of government departments,financial institutions and poverty alleviation targets: First,local governments' overall planning and coordination of targeted poverty alleviation in finance is not good enough,the implementation of targeted poverty alleviation policies in finance is not good enough,and the construction of rural financial environment is lagging behind,which restricts the development of targeted poverty alleviation in finance.Second,there is a shortage of financial institutions that participate in financial targeted poverty alleviation.The financial poverty alleviation methods are more traditional and simple,and the enthusiasm of financial institutions is generally not high.Third,the poverty alleviation target financial knowledge is poor,financial literacy is low,credit consciousness is not strong,difficult to obtain financial support.Through in-depth analysis,it is found that the main causes of the above problems are insufficient ideological understanding,lack of effective incentive and restraint mechanism,backward financial infrastructure construction,and insufficient financial publicity and skills training for the poor.Based on this,this paper proposes countermeasures and Suggestions for further promoting financial targeted poverty alleviation work in Z city from the following three dimensions: giving full play to the leading role of government finance in targeted poverty alleviation,fully promoting financial institutions' financial targeted poverty alleviation work,and improving the financial poverty alleviation ability of poverty alleviation targets: First,we will establish and improve a multi-dimensional coordination mechanism for financial poverty alleviation,improve the assessment and evaluation system for targeted financial poverty alleviation,continue to promote the construction of a rural credit system,and create a sound financial ecological environment in rural areas.Second,we will improve the policy support system for targeted poverty alleviation in the financial sector,actively explore diversified ways of targeted poverty alleviation in the financial sector,step up innovation in financial poverty alleviation products,fully mobilize the enthusiasm of various financial institutions for financial poverty alleviation,and improve financial poverty alleviation efficiency.Third,we should increase the popularization of financial knowledge in rural areas,strengthen skills training for poor households with the help of financial resources,improve the financial security system for poor households,and enhance the availability of financial support for the poor.
