After several years of practical exploration, the State Grid Corporation has established the strategic objectives of "one strong and three excellent" (strong grid, excellent assets,excellent service and excellent performance) and "two first-class" (creating world-class power grid, creating world-class enterprise ) company's vision. However, due to historical reasons,the company management system and mechanism of the state grid corporation have been formed in the long run, which is a serious restriction on the development of enterprises. Based on the change of the strategic environment, the state grid corporation is put forward to the“Three Intensifications and Five Systems" system construction of power supply enterprise,through the "human,finance, goods" intensive management, comprehensively improve the efficiency of power supply enterprise management and economic benefit and service level.This puts forward higher requirements for human resource management in power supply enterprises.In this paper, by analyzing the essence of the power supply enterprise development system construction, to grasp the power supply enterprise to develop the impact of the change of post responsibility, based on characteristics of post competency theory research at home and abroad, emphatically analyzed the advantage of human resource management system based on competence characteristics, on the basis of the literature retrieval, the use of structured interviews, behavioral event interview, O * NET job analysis questionnaire,general competence characteristics ability check list and FGI focus group interviews and other methods, the selection of power supply enterprise key work in key position analysis, with the requirement of power supply enterprise development system construction according to the preparation of the power supply enterprise key job description, build the competencies model of power supply enterprise key positions, and in the key post competency characteristic model on the basis of application research, and development form the power supply enterprise key positions and structured interview question bank and 360 - degree feedback evaluation questionnaire, for power supply enterprises recruitment, performance management, salary distribution and so on human resources management work provide the foundation and basis.Post competency characteristic model built in this paper reflects the power supply enterprise core ability and quality characteristics of each key positions based on key characteristics of post competency development of structured interview question bank and 360 - degree feedback evaluation questionnaire, in the power supply enterprise post recruitment, performance evaluation work shall be the actual application. In this paper, the application of research for power supply enterprises based on the competencies of human resource management provides the operable tools and methods, and help to raise the power supply enterprise human resources management to be scientific and standardized, help to promote the development of the human resource management services company, for the implementation of the power supply enterprise strategic goal to provide support and help.
