The Application Research Of PPP Model In The Project Of Xiangsihu's Campus Of Physical Education College In Guangxi

Sports is an important manifestation of national progress and people's health.At present,with the expansion of college enrollment in sports colleges and universities to broaden the school space and school ideas,the sports colleges and universities have large-scale expansion of the campus or the construction of new campus.The new campus construction period is long,the investment is large,and most of the non-business projects in the field of education,if not take effective construction mode,only the government limited capital investment,investment objectives will be difficult to achieve,seriously hinder the development of sports.PPP(Public-Private Partnership,a project financing model for public infrastructure)is one of the powerful weapons to resolve the relevant government debt of higher education institutions.Through the government is responsible for policy,social private implementation of policies,to achieve social and private capital into the public sector,while improving the efficiency of resource use efficiency,both to reduce the government financial burden,but also enhance the sense of civic and social identity.At the same time,China's PPP model has been supported by policies and laws and regulations.After the Third Plenary Session of the 18th CPC Central Committee,the NDRC and the Ministry of Finance promulgated the Decision of the CPC Central Committee on Deepening the Reform of Some Major Issues.In 2014,the Ministry of Finance Promulgated the "on the use of government and social capital cooperation model of the notice",in October 2014,Premier Li Keqiang proposed to actively promote the PPP model.This paper discusses the current situation of PPP construction in the new campus of Guangxi Sports University,and discusses the definition,characteristics,functions and classification of PPP model through theoretical analysis and reference policy literature.In the application of the innovation and limitations of the Guangxi Sports College Acacia Lake campus project as a practical case,combined with the status quo of Guangxi sports colleges and universities analysis,analysis of PPP model for the Guangxi Sports College Xiangsi Lake campus project applicability and feasibility This paper discusses the risk allocation framework,contract system,operation mode and investment return mechanism of PPP model in Xiangsihu campus of Guangxi Sports College.Through analyzing the theoretical analysis and empirical case analysis of PPP model,this paper analyzes the current construction of new campus The financing model is facing the problem,and puts forward the countermeasure suggestion to the related question.
